Ի՞նչ խնդիրների են բախվում հաշմանդամություն ունեցողները

Գաղտնիք չէ, որ Հայաստանում հաշմանդամություն ունեցող անձինք չունեն սոցիալական ու կենցաղային այնպիսի պայմաններ, ինչպես հաշմանդամություն չունեցողները: Սակայն դրա ուղղությամբ աշխատանքներ տարվում են:
Past.am-ը զրուցեց «Հաշմանդամություն ուենցող անձանց շահերի պաշտպանության ազգային դաշինքի» նախագահ Զարուհի Բաթոյանի հետ:
-Հայաստանում հաշմանդամություն ունեցողները ի՞նչ խնդիրների հետ են բախվում, որո՞նք են լուծելի, որոնք` ոչ:
-Թեև Հայաստանը 2010 թվականին վավերացրել է Հաշմանդամություն ունեցող անձանց իրավունքների մասին կոնվենցիան, միևնույն է, խնդիրներ կան կյանքի բոլոր ոլորտներում։ Հայաստանում մատչելիության հիմնախնդիրը եղել և մնում է գլխավորներից մեկը։ Հենց անմատչելի միջավայրի հետևանքով հաշմանդամություն ունեցող անձինք հնարավորություն չեն ունենում լիարժեք օգտվելու մարդու իրավունքներից ու հիմնարար ազատություններից։ Մատչելիության բացակայության հետևանքնով մարդիկ չեն կարողանում իրացնել անկախ ապրելու, տեղեկատվության մատչելիության, կրթության, առողջության, զբաղվածության, հասարակական կյանքին մասնակցելու իրավունքը։ Մեծ խնդիր է հոգեկան և մտավոր խնդիրներ ունեցող անձանց համար գործունակության իրավունքի իրացման հարցը։ Անլուծելի խնդիրներ չկան։ Բոլոր խնդիրները հնարավոր կլինի լուծել միայն պատասխանատուների քաղաքական կամքի դեպքում։ Որոշում կայացողները պետք է հասկանան, որ այս ամենը իրենց պարտավորությունների շրջանակում է և յուրաքանչյուր ծրագիր իրականացնելիս պետք է հաշվի առնեն հաշմանդամություն ունեցող անձի կարիքները, խթանեն նրանց մասնակցությունը։
-Ի՞նչ արդյունքների եք հասել կամ ինչի՞ համար եք պայքարել, բայց չեք հասել:
-Ամենամեծ արդյունքներից մեկը կարող ենք համարել հասարակության իրազեկության բարձրացումը, շատ մարդիկ արդեն տեղյակ են հաշմանդամություն ունեցող անձանց կրթության, աշխատանքի և այլ իրավունքերի մասին: Մյուս կողմից որոշումներ կայացնողներից շատերը գիտակցում են խնդիրները և քննարկումներ են անում հաշմանդամություն ունեցող անձանց հետ: Հայաստանը վավերացրել է կոնվենցիան, Հայաստանում ներդրվել է ներառական կրթությունը, փոփոխության է ենթարկվել Հանրակրթության մասին ՀՀ օրենքը, որը երաշխավորում և ամրագրում է համընդհանուր ներառումը Հայաստանում․ Ցավոք, մեծ փոփոխություններ չեն եղել, այլապես դրանք տեսանելի կլինեին, և մենք այսօր չէինք խոսի մատչելի միջավայրի ստեղծման կամ աշխատանքի մասին:
