ՀԱԿ-ն ու ՕԵԿ-ը «նշանվո՞ւմ են»

«Հայ ազգային կոնգրես» կուսակցությունը կարծես թե ընդդիմադիր դաշտում իրեն նոր գործընկեր է գտել: ԲՀԿ-ի, ՀՅԴ-ի եւ «Ժառանգության» հետ չստացված քաղաքացիական ամուսնություններից հետո ՀԱԿ-ը, թերեւս, նշանադրության է պատրաստվում վերջերս ՕԵԿ-ի հիմքի վրա ստեղծված «Հայկական վերածնունդ» կուսակցության հետ:
Նշված երկու կուսակցությունների դիրքորոշումները համընկել են Ընտրական նոր օրենսգրքի նախագծի շուրջ: ՀԱԿ-ն առաջարկել է 4 սկզբունքային կետեր, «Հայկական վերածնունդ»-ը քննարկել է դրանք եւ պաշտպանել՝ հաշվի առնելով այն հանգամանքը, որ այդ առաջարկների վերաբերյալ հրապարակայնորեն բազմիցս բարձրաձայնել են նաեւ ՕԵԿ-ականները: Այս մասին տեղեկանում ենք «Հայկական վերածնունդ» կուսակցության տարածած պաշտոնական հաղորդագրությունից:
ՀՎԿ-ն նաեւ առաջարկում է մի շարք լրացուցիչ սկզբունքային դրույթներ, որոնք անհրաժեշտ են հնարավորինս կատարյալ Ընտրական օրենսգիրք ունենալու համար: Այն է՝ տեղից տեղ քվեարկության արգելում, Ընտրական արդյունքների ամփոփում ընտրատարածքային ընտրական հանձնաժողովներում, քվեարկության մասնակիցների թվի հրապարակում ժամ 20:30-ին՝ ըստ ընտրատարածքների եւ 21:30-ին՝ ըստ տեղամասերի: ՀՎԿ-ն նաեւ առաջարկում է, որպեսզի քվեարկության օրվանից 10 օր առաջ վերջնական ցուցակները փակցվեն ընտրատեղամասերում եւ փոփոխման ենթակա չլինեն: Ըստ նորաստեղծ կուսակցության՝ մինչ քվեաթերթիկները տրամադրելը պետք է կատարվի ընտրողի անձի նույնականացում` մատնահետքով եւ լուսանկարով: Իսկ մասնակիցների թիվը հաշվարկվի ավտոմատ՝ օնլայն դիտարկման եղանակով, ծրարը քվեատուփ գցելիս:
Նշենք նաեւ, որ Ընտրական օրենսգրքում կատարվելիք հնարավոր փոփոխություններին ընդդիմադիր որեւէ ուժ ծանոթ չէ: Թե ինչ փոփոխություններ են իրականացվելու, գիտի միայն ՀՀԿ-ն, որն էլ, սակայն, փոփոխությունների նախագիծը պահում է գերգաղտնի պայմաններում: ՕԵԿ-ի նախկին կոալիցիոն գործընկերը հրավիրված էր երեկ Կոնգրես հյուրանոցում կայացած քննարկմանը, որին մասնակցում էին խորհրդարանական բոլոր ուժերից եւ քաղաքացիական հասարակությունից ներկայացուցիչներ: Սակայն որեւէ հանրապետական չմասնակցեց միջոցառմանը: Մինչ քննարկման մեկնարկը հյուրանոցում մի պահ հայտնվեց պատգամավոր Մարգարիտ Եսայանը, սակայն ինչ-որ զանգեր ստանալուց հետո կոնֆերանս-դահլիճը նա ևս լքեց:
