ԱՄՆ պետդեպարտամենտը բացառում է Լեռնային Ղարաբաղի հակամարտության ռազմական լուծումը: Ինչպես հաղորդում է «Ամերիկայի ձայնը», Վաշինգտոնում Բրուքինգս հաստատությունում իր ելույթի ընթացքում Միացյալ Նահանգների պետքարտուղարի Եվրոպայի ու Եվրասիայի հարցերով օգնականի տեղակալ Էրիկ Ռուբինը հայտարարել է, որ Միացյալ Նահանգներն ուշադրությունը կենտրոնացրել է ղարաբաղյան հակամարտության արդար, խաղաղ, տևական և բոլոր կողմերի համար շահավետ կարգավորման վրա, և հենց այդ մոտեցումը պետք է գերակայի հաջողության հասնելու համար: «Գոյություն չունի ավելի լավ լուծում, բոլոր մյուսներն այնքան սարսափելի են, որ դրանք չարժե նույնիսկ դիտարկել: Չկա և երբեք չի լինի Լեռնային Ղարաբաղի հարցի ռազմական լուծում»,- «Արմենպրես»-ի փոխանցմամբ' ասել է Ռուբինը:

Պետքարտուղարության ներկայացուցիչն ընդգծել է, որ ժամանակն է, որպեսզի կողմերը վերահաստատեն առաջընթացի հասնելու իրենց պատրաստակամություն ու նվիրվածությունը՝ չմանրամասնելով, թե դա արդյոք պետք է արվի կողմերի հայտարարության թե՝ նախագահների հերթական հանդիպման ձևով: Այդուհանդերձ, առաջընթացին նվիրվածությունը վերահաստատել անհրաժեշտ է, համոզված է դիվանագետը. «Դա հեշտ չէ և այդ կարգավորմանը հասնելու համար երկու կողմն էլ պետք է որոշ ընտրություն կատարեն, դա երկու կողմի համար էլ բարդ է և հենց այդ պատճառով կարգավորմանը դեռևս չենք հասել»:

Ամեն դեպքում, ավելացրել է Ռուբինը, Միացյալ Նահանգները մյուս համանախագահող երկրների հետ միասին, պատրաստ է տևական խաղաղության հաստատման համար անել հնարավոր ամեն ինչ: Պետքարտուղարության բարձր պաշտոնյան ավելացրել է նաև, որ կողմերը պետք է ձեռնպահ մնան բռնություններից. «Մեր կարծիքով, չափազանց կարևոր է, որպեսզի կողմերն ամեն կերպ զերծ մնան այս իրավիճակը սրելուց, այսպիսով, միջադեպերից խուսափելը վճռական հարց է»:
