Լինում են ժամանակահատվածներ, երբ ժողովուրդը զրկված է հանրային կյանքի այսպես կոչված էլիտար՝ քաղաքականության և տնտեսության, ոլորտներում մասնակցության և որոշումներ ընդունելու հնարավորությունից: Դա պատահում է, որպես կանոն, պետության բացակայության կամ այլոց լծի տակ գտնվելու դեպքում: Այդ ժամանակ ժողովրդի ստեղծագործական, ինտելեկտուալ և կամային ամբողջ ներուժը դրսևորվում է այլ տեղ՝ մշակույթում՝ արվեստի և արհեստի թռիչքային զարգացման միջոցով: Օրինակները շատ են, ենթադրենք, հայկական մշակույթի զարգացումը այլ երկրների համայնքներում, կամ հենց խորհրդային միության շրջանում, երբ քաղաքացիներն, իհարկե, զրկված էին քաղաքական և տնտեսական ոլորտներում էական դերակատարում ունենալու հնարավորությունից:
Այլ կերպ ասած, մարդու և մարդկային խմբերի (բնակչություն, ժողովուրդ, ազգ) կամքն առ կյանք դրսևորվում է այլ ոլորտներում, որոնք փակ չեն ազատ գործունեության համար:
Բայց այս օրինաչափությունը շարունակություն ունի. երբ ստացվում է վերջապես ունենալ պետություն և դրա միջոցավ արդեն մասնակցել արդեն սեփական երկրի նաև քաղաքական և տնտեսական կյանքին, սակայն դրա հնարավորությունը կրկին փակվում է՝ արդեն տվյալ մարդկանց նույն խմբի (բնակչություն, ժողովուրդ, ազգ) որոշ ներկայացուցիչների կողմից, ապա կյանքի պահպանմանը և զարգացմանն ուղղված ստեղծագործական, ինտելեկտուալ և կամային ամբողջ ներուժը դրսևորվում է այլ կերպ՝ այդ պայմաններից դուրս գալու՝ արտագաղթելու, միջոցով:
Սա է օրինաչափություններից մեկը, թե ինչու մենք այսօր Հայաստանում չունենք, կամ նախկինի չափ չունենք զարգացող մշակույթ: Մարդկանց ստեղծագործական, ինտելեկտուալ, կամային և ըմբոստության ներուժը չի սպառվել, բայց փոխվել է դրա արտահայտման ձևը:
