Անցումային խորհրդարան. 2018-ին ո՞վ կհայտնվի խաղից դուրս

«Ժամանակ» թերթը գրում է. «Հայաստանում առկա ներքաղաքական եւ տնտեսական իրողությունները հիմք տալիս են ենթադրելու, որ 2017 թվականին ՀՀԿ-ի համար վերարտադրությունը լուծելի խնդիր է, գոնե առայժմ: Մեծ հաշվով, գործընթացների խորքային դիտարկումն ու մի շարք էական հանգամանքներ վկայում են, որ 2017 թվականի խորհրդարանը ըստ էության հանդիսանալու է անցումային խորհրդարան:
Բանն այն է, որ իրադարձությունների «կիզակետը» 2018 թվականն է, երբ Սերժ Սարգսյանը կդադարեցնի իր նախագահական լիազորությունները, եւ Հայաստանում ընդհանրապես կլուծարվի նախագահական առաջնային մանդատը: Դրանից հետո Հայաստանում ստեղծվելու է լիովին նոր իրավիճակ՝ անկախ այն բանից, թե ինչ կանի Սերժ Սարգսյանը՝ կմնա վարչապետի պաշտոնում, թե կհեռանա կառավարման համակարգից: Բայց մինչ այդ նա էական դեր է ունենալու 2017-ի խորհրդարանի հարցում: Այդ խորհրդարանի ձեւավորումը եթե ոչ ամբողջությամբ կամ մեծ մասով, ապա զգալի եւ շոշափելի մասով իրականացվելու է Սերժ Սարգսյանի մասնակցությամբ, նրա ազդեցությամբ՝ այն պարզ պատճառով, որ նա ներկայումս զբաղեցնում է նախագահական առաջնային մանդատը՝ դրա բոլոր իշխանական լիազորություններով եւ ազդեցությամբ:
Այսպիսով, 2017-ին ձեւավորվելիք խորհրդարանը 2018-ին արդեն կարող է, ըստ էության, կորցնել իր՝ այսպես ասած արդիականությունը կամ կենսունակությունը, քանի որ իշխանական կարեւոր մի օղակ հայտնվում է խաղից դուրս: Միաժամանակ, կարող է խաղից դուրս հայտնվել նաեւ Սերժ Սարգսյանը: Սակայն անգամ եթե նա մնում է վարչապետ, միեւնույն է, առաջանում է արդեն նոր իրավիճակում սեփական իշխանության պլանավորման եւ ձեւավորման խնդիր: Իսկ այդ խնդիրը կարող է լուծվել արդեն 2022 թվականի ընտրության միջոցով:
Սերժ Սարգսյանի համար 2017 թվականի խորհրդարանական ընտրությունները անցումային մի փուլ են, որի գլխավոր նպատակը 2018-ից հետո սեփական անելիքների հարցը ճշգրտելն ու հստակեցնելն է: Դրա համար Սերժ Սարգսյանին ներկայումս պետք է որոշակիորեն ավելի լայն հենարան, քան միայն ՀՀԿ-ն է: Բայց այդ հենարանը Սարգսյանն անկասկած դիտարկում է որպես ժամանակավոր»:
