«Փաստ» օրաթերթը գրում է.

Ներքին գործերի նախարարությունն առաջարկում է փոփոխություն կատարել կառավարության 2023 թվականի հոկտեմբերի 26-ի թիվ 1864-Ն որոշման մեջ։ Գործող օրենսդրության համաձայն՝ Լեռնային Ղարաբաղից բռնի տեղահանված անձանց ժամանակավոր պաշտպանությունը տրվում է մինչև 2026 թվականի դեկտեմբերի 31-ը՝ երկարաձգման հնարավորությամբ։ Համաձայն գործող կարգավորումների՝ «070» ծածկագրով անձնագիրը և ժամանակավոր պաշտպանության (փախստականի) վկայականը Հայաստանի Հանրապետությունից դուրս գալիս վավեր են միայն համատեղ ներկայացվելու և գործածվելու դեպքում։ Միաժամանակ, «070» ծածկագրով անձնագրի վավերականության ժամկետը լրանալու դեպքում փոխանակման ենթակա է նաև ժամանակավոր պաշտպանության վկայականը։

Հաշվի առնելով սա, ինչպես նաև ժամանակավոր պաշտպանություն ստացած անձանց կողմից Հայաստանի Հանրապետության քաղաքացիություն ձեռք բերելու նպատակով դիմումների թվի աճը՝ անհրաժեշտություն է առաջացել ապահովելու նրանց անձը հաստատող փաստաթղթերի վավերականության շարունակականությունը։ Մասնավորապես, 2025 թվականի երկրորդ կիսամյակում Հայաստանի Հանրապետության քաղաքացիություն ստանալու համար դիմել է ժամանակավոր պաշտպանության կարգավիճակ ունեցող 2154 անձ, իսկ 2026 թվականի առաջին կիսամյակում՝ 6929 անձ։

Միաժամանակ, Հայաստանի Հանրապետության քաղաքացիություն ձեռք բերելու համար անհրաժեշտ փաստաթղթերի շրջանակում օրենսդրությամբ սահմանված է ժամանակավոր պաշտպանություն ստացած անձի անձը հաստատող փաստաթղթի ներկայացման պահանջը։ Սրանով պայմանավորված՝ նախագծով առաջարկվում է Հայաստանի Հանրապետությունում ժամանակավոր պաշտպանություն ստացած անձանց տրամադրված կարգավիճակի գործողության ժամկետը երկարաձգել ևս մեկ տարով՝ մինչև 2027 թվականի դեկտեմբերի 31-ը՝ երկարաձգման հնարավորությամբ։

Առաջարկվող կարգավորումը հնարավորություն կտա՝ ապահովելու ժամանակավոր պաշտպանություն ստացած անձանց անձը հաստատող փաստաթղթերի վավերականության շարունակականությունը և Հայաստանի Հանրապետության քաղաքացիություն ձեռք բերելու գործընթացում անհրաժեշտ փաստաթղթերի առկայությունը՝ միաժամանակ նվազեցնելով փաստաթղթերի ժամկետները լրանալու հետևանքով առաջացող վարչական խոչընդոտները։

Նախագծի ընդունմամբ նախատեսվում է ապահովել ժամանակավոր պաշտպանության վկայականի գործողության ժամկետի երկարաձգման համար դիմում ներկայացնելու հնարավորությունը, ինչի արդյունքում կապահովվի նաև Հայաստանի Հանրապետության քաղաքացիություն ձեռք բերելու համար օրենսդրությամբ սահմանված՝ ժամանակավոր պաշտպանություն ստացած անձի անձը հաստատող փաստաթուղթ ներկայացնելու պահանջի կատարումը։
