Եվրախորհրդարանը սեպտեմբերի 15-ին կքվեարկի Հայաստանի համար մաքսային արտոնություններ սահմանելու հարցով

Եվրոպական խորհրդարանի լիագումար նիստում սեպտեմբերի 15-ին քվեարկության կդրվի Հայաստանից Եվրոպական միություն ներմուծվող ապրանքների լայն շրջանակի համար մաքսատուրքերի ժամանակավոր վերացման առաջարկը։ 

Եվրախորհրդարանի կայքում հրապարակվել է սեպտեմբերի 14-17-ը Ստրասբուրգում կայանալիք Եվրախորհրդարանի լիագումար նիստերի օրակարգը, որոնց թվում է նաև Հայաստանի համար մաքսային արտոնություններ սահմանելու վերաբերյալ Եվրահանձնաժողովի առաջարկի քվեարկությունը, որին ավելի վաղ հավանություն էր տվել ԵՄ խորհուրդը։ 

Եվրոպական միությունը նախատեսում է երկու տարի ժամկետով վերացնել հայկական մի շարք ապրանքների նկատմամբ կիրառվող մաքսատուրքերը։

Միաժամանակ նախատեսվում է առանց մաքսատուրքի ներմուծման քվոտաներ սահմանել հայկական գյուղատնտեսական ութ տեսակի արտադրանքի համար։ Դրանց թվում են խաղողը, ծիրանը, կեռասը, դեղձը և վարունգը։

Նախագիծը նախատեսում է նաև պաշտպանական մեխանիզմներ, որոնք անհրաժեշտության դեպքում հնարավորություն կտան Եվրամիությանը միջամտել, եթե Հայաստանից ներմուծման աճը բացասական ազդեցություն ունենա եվրոպացի արտադրողների վրա։

Այս քայլը պայմանավորված է 2026 թվականի մայիսից Ռուսաստանի կողմից հայկական արտահանման մի շարք կարևոր ապրանքատեսակների նկատմամբ կիրառվող սահմանափակումներով։ Դրանք վերաբերում են, մասնավորապես, ալկոհոլային խմիչքներին, հանքային ջրերին, մրգերին և բանջարեղենին, ինչպես նաև Ռուսաստանի տարածքով դրանց տարանցմանը։

Ըստ Եվրոպական հանձնաժողովի՝ այդ սահմանափակումները խաթարել են Հայաստանի ավանդական մատակարարման շղթաները և զգալիորեն սահմանափակել երկրի հասանելիությունը ավանդական արտահանման շուկաներին։ Իրավիճակը հատկապես ծանր ազդեցություն է ունեցել փոքր և միջին ձեռնարկությունների, ինչպես նաև գյուղատնտեսական արտադրողների վրա՝ միաժամանակ մարտահրավերներ ստեղծելով Հայաստանի տնտեսական դիմակայունության համար։

ԵՄ-ն նախաձեռնությունը դիտարկում է որպես հայկական տնտեսությանն աջակցելու և արտահանողների համար ԵՄ շուկա մուտքի լրացուցիչ հնարավորություններ ստեղծելու ժամանակավոր միջոց։
