«Փաստ» օրաթերթը գրում է.

Նախօրեին ասուլիսով հանդես եկան ՀՀ երկրորդ նախագահ Ռոբերտ Քոչարյանի գլխավորած «Հայաստան» դաշինքի ներկայացուցիչները: «Հայաստան» խմբակցության պատգամավորներ Լևոն Քոչարյանի, Ագնեսա Խամոյանի և փաստաբան Հովհաննես Խուդոյանի ասուլիսում հնչեցին մի շարք հետաքրքիր ու կարևոր հայտարարություններ և գնահատականներ: Դրանցից մեկը, սակայն, հատկապես ուշագրավ էր, ինչպես ասում են՝ «ականջ ծակեց»: Խոսքը Լևոն Քոչարյանի հետևյալ հայտարարության մասին է. «Կարելի է և պետք է զարգացնել հարաբերություններն Արևմուտքի հետ, բայց դա չպետք է լինի ՌԴ-ի կամ այլ երկրի հետ թշնամանալու հաշվին»:

Իսկ ինչո՞ւ ենք առանձնացնում և հատուկ ուշադրություն դարձնում այս հայտարարությանը: Բանն այն է, որ այն հետաքրքիր է ոչ միայն իր բուն ասելիքով ու բովանդակությամբ, այլև հայաստանյան քարոզչաքաղաքական իրողությունների համատեքստում: Կա տարածված համարում, որ Ռոբերտ Քոչարյանը, նրա գլխավորած «Հայաստան» դաշինքը ռուսամետ կողմնորոշում ունեն: Հենց այդպես՝ «սև-սպիտակ» ընկալումային մոտեցմամբ: Բայց ստացվում է, որ հենց այս ուժի ներկայացուցիչը, ավելին՝ հենց Ռոբերտ Քոչարյանի որդին ոչ միայն չի մերժում Արևմուտքի հետ հարաբերությունները, այլև փաստացի մեկ նախադասությամբ առաջարկում է ադեկվատ արտաքին քաղաքականության ձևակերպումը: Սկզբունքորեն, դժվար է չհամաձայնել նրա հետ: Ակնհայտ է, որ որևէ ողջախոհ մարդ չի կարող պնդել, թե պետք չէ զարգացնել հարաբերությունները Արևմուտքի հետ: Բայց ինչո՞ւ դա անել Ռուսաստանի հետ պատմականորեն և համադրելի շահերի հիման վրա ձևավորված հարաբերությունները փչացնելու հաշվին կամ նման «գնով»:

Մի բան, ինչ տեսնում ենք օրվա իշխանության՝ Փաշինյանի վարած «քաղաքականության» տեսքով ու դրա հետևանքով, ինչը վաղուց ստացել է արկածախնդրություն անունը: Այնինչ, ադեկվատությունը ենթադրում է զարգացնել հարաբերություններ Արևմուտքի (նաև Արևելքի) հետ՝ չթշնամանալով Ռուսաստանի հետ, հակառակը՝ ամրապնդելով հայ-ռուսական կապերն ու հարաբերությունները:

Ի դեպ, ավելորդ չէ հիշեցնել, որ հենց Ռոբերտ Քոչարյանի պաշտոնավարման շրջանում՝ 1998-2008 թվականներին, կյանքի է կոչվել այդ մոտեցումը: Այսինքն, այդ մոտեցումը մեզանից շատերը տեսել են գործողության մեջ, իրականում: Կրկնենք՝ ռուսամետի համարում ունեցող Ռոբերտ Քոչարյանի պաշտոնավարման շրջանում է, որ Հայաստանն անդամակցել է Եվրոպայի խորհրդին (2001 թ.), Առևտրի համաշխարհային կազմակերպությանը (2003 թ.), նաև, ի դեպ, Ֆրանկոֆոնիայի միջազգային կազմակերպությանը (2003 թ.): Բայց ավելի «հողեղեն» փաստեր նշենք. Ռոբերտ Քոչարյանի պաշտոնավարման շրջանում ներգրավվել են խոշոր օտարերկրյա ներդրումներ (ոչ ռուսական), այդ թվում՝ Հունաստանից, Արգենտինայից, Գերմանիայից, Ֆրանսիայից, Բելգիայից: Ավելին, հենց 1998-2008 թվականների միջակայքում է, որ Եվրամիությունը դարձավ Հայաստանի թիվ 1 արտաքին առևտրատնտեսական գործընկերը (ընդհանոր շրջանառության 35-40 տոկոսը բաժին էր ընկնում ԵՄ երկրների հետ առևտրին), իսկ Ռուսաստանը խոշոր առևտրային գործընկեր երկրի կարգավիճակ ու դիրք ուներ՝ 18-22 տոկոս մասնաբաժնով՝ արտաքին առևտրաշրջանառության ընդհանուր ծավալում: Այսինքն, իրականում զարգացրել է Արևմուտքի հետ հարաբերությունները և ամրապնդել նաև Ռուսաստանի հետ գործընկերությունը:

Երկիրը պահում և ուժեղացնում են հարաբերությունները զարգացնելով, տնտեսական ներուժը մեծացնելով ու հնարավորությունները բազմապատկելով: Ու, դատելով առկա պատկերից, Ռոբերտ Քոչարյանին նաև այդ ձեռքբերումները չեն ներվում: Եվ ոչ միայն այդ...
