Աշխարհի առաջատար բուհերում կրթություն ստացած ՀՀ քաղաքացիները կարող են ազատվել պարտադիր զինվորական ծառայությունից. ԿԳՄՍՆ

Աշխարհի լավագույն բարձրագույն ուսումնական հաստատությունների ակադեմիական վարկանիշի՝ Academic Ranking of World Universities (ARWU)-ի առաջին 50 հորիզոնականներում ընդգրկված բուհերում կրթություն ստացած ՀՀ քաղաքացիների համար Հայաստանում գործում է պարտադիր զինվորական ծառայությունից ազատման հնարավորություն։

Past.am-ի փոխանցմամբ՝ համապատասխան կարգավորումները սահմանված են ՀՀ կառավարության 2026 թվականի ապրիլի 30-ի N 610-Ն որոշմամբ։

Համաձայն կարգավորման՝ քաղաքացիներին կարող է տրվել պարտադիր զինվորական ծառայության զորակոչից տարկետում՝ աշխարհի լավագույն 50 բուհերից մեկում բակալավրի, դիպլոմավորված մասնագետի, ինտեգրացված, մագիստրոսական կամ ասպիրանտական ծրագրով առկա ուսուցմամբ սովորելու և ուսումն ավարտելու համար։

Սակայն բանակից վերջնականապես ազատվելու համար անհրաժեշտ է կատարել սահմանված պայմանը․ ուսումը ավարտելուց հետո քաղաքացին պետք է առնվազն երեք տարի աշխատի Հայաստանում՝ սահմանված ոլորտներից մեկում։

Պահանջը կատարելու դեպքում քաղաքացին օրենքով սահմանված կարգով կարող է ազատվել պարտադիր զինվորական ծառայությունից։

Ո՞ր ոլորտներում պետք է աշխատել

Ծրագրի շրջանակում աշխատանքը պետք է իրականացվի Հայաստանի համար ռազմավարական նշանակություն ունեցող ոլորտներից մեկում։

Դրանք են՝

  • Հանրային կառավարում՝ աշխատանք ՀՀ նախագահի աշխատակազմում, նախարարություններում, վարչապետի աշխատակազմում, կառավարությանն ու պետական մարմիններին ենթակա կառույցներում, Ազգային ժողովում, դատական իշխանության և ինքնավար պետական մարմիններում։
  • Կրթություն և գիտություն՝ ՀՀ-ում գործող գիտական կազմակերպություններում և օրենսդրությամբ սահմանված կարգով լիցենզավորված կրթական հաստատություններում։
  • Ռազմարդյունաբերություն՝ Բարձր տեխնոլոգիաների արդյունաբերության և արհեստական բանականության նախարարի կողմից հաստատված համապատասխան կազմակերպություններում։
  • Բարձր տեխնոլոգիաներ՝ նախարարի համապատասխան հրամանով հաստատված կազմակերպություններում։
  • Առողջապահություն՝ Առողջապահության նախարարի կողմից հաստատված կազմակերպություններում։
  • Ֆինանսական ոլորտ՝ Կենտրոնական բանկի նախագահի համապատասխան որոշմամբ հաստատված կազմակերպություններում։

Այսպիսով, մեխանիզմը հնարավորություն է տալիս քաղաքացիներին կրթություն ստանալ աշխարհի առաջատար բուհերում, ապա մասնագիտական գիտելիքն ու ներուժը կիրառել Հայաստանում՝ դրա դիմաց կատարելով սահմանված երեք տարվա աշխատանքային պարտավորությունը։

Ե՞րբ պետք է դիմել տարկետման համար

Պարտադիր զինվորական ծառայության զորակոչից տարկետում ստանալու համար անհրաժեշտ է դիմում ներկայացնել Կրթության, գիտության, մշակույթի և սպորտի նախարարություն՝ սահմանված ժամկետներում։

Դիմումները ներկայացվում են ապրիլի 1-ից մայիսի 1-ը կամ հոկտեմբերի 1-ից նոյեմբերի 1-ը՝ կցելով անհրաժեշտ փաստաթղթերը։

Past.am-ը հայտնում է, որ կարգավորման հիմնական նպատակն է խրախուսել քաղաքացիներին կրթություն ստանալ աշխարհի առաջատար համալսարաններում և հետագայում ձեռք բերած գիտելիքն ու մասնագիտական ներուժը ծառայեցնել Հայաստանի զարգացմանը՝ հատկապես ռազմավարական նշանակություն ունեցող ոլորտներում։
