«Փաստ» օրաթերթը գրում է.

Ներքին գործերի նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել «Ճանապարհային երթևեկության անվտանգության ապահովման մասին», «Լիցենզավորման մասին», «Պետական տուրքի մասին» օրենքներում և Վարչական իրա վա խախ տում նե րի վե րա բե ր յ ա լ օրենսգրքում։

Գործող օրենսդրությամբ տրանսպորտային միջոց վարելու ուսուցման գործունեությունն իրականացվում է իրավաբանական և ֆիզիկական անձանց կամ անհատ ձեռնարկատերերի կողմից՝ հիմնվելով «Ճանապարհային երթևեկության անվտանգության ապահովման մասին» օրենքի 28-րդ հոդվածով սահմանված ընդամենը մի քանի պահանջի հիման վրա, ըստ էության, առանց գործընթացի նկատմամբ որևէ պետական վերահսկողության։

Ուսումնասիրությունները ցույց են տալիս, որ ինքնուս անձինք, առանց ճանապարհային երթևեկության անվտանգության ապահովման բնագավառի օրենսդրությունն ուսումնասիրելու, տեսական քննությանը պատրաստվում են բացառապես քննական հարցաշարերը մեխանիկորեն անգիր կամ տեսողական հիշողությամբ սովորելով, ինչի արդյունքում անձը ստանում է ոլորտի ոչ պատշաճ գիտելիքներ, որոնք սովորաբար կարճ ժամանակ անց մոռացվում են։ Գործնական քննությունների պարագայում ևս առկա է նման խնդիր, քանի որ գործնական քննությանը պատրաստվում են բացառապես այն վայրերում, որտեղ սովորաբար քննություններն անցկացվում են։ Սա է վկայում այն փաստը, որ քննության անցկացման վայրի փոփոխության դեպքում գրեթե բոլոր քննություն հանձնողները ստանում են անբավարար գնահատական։

Խնդիրը կարգավորելու նպատակով անհրաժեշտություն է առաջացել տրանսպորտային միջոց վարելու ուսուցման գործունեության իրականացման նկատմամբ սահմանել պետական վերահսկողություն՝ գործընթացն իրականացնելու հնարավորություն տալով միայն լիցենզավորված իրավաբանական անձանց կամ անհատ ձեռնարկատերերին։

Միաժամանակ, տրանսպորտային միջոց վարելու իրավունքի վկայական ստանալու քննություններին կթույլատրվի մասնակցել բացառապես լիցենզավորված իրավաբանական անձանց կամ անհատ ձեռնարկատերերի կողմից համապատասխան ուսուցում անցած և դրական գնահատական ստացած լինելը հավաստող փաստաթղթի հիման վրա։

Այսպիսով՝ նախագծերի փաթեթով առաջարկվում է ներդնել տրանսպորտային միջոց վարելու ուսուցման գործունեության իրականացման լիցենզավորման համակարգ՝ գործընթացն իրականացնելու հնարավորություն տալով միայն լիցենզավորված իրավաբանական անձանց կամ անհատ ձեռնարկատերերին, ինչպես նաև բացառապես ուսուցման արդյունքում վարելու իրավունքի վկայական ստանալու ընթացակարգ։ Բացի դա, նախատեսվում է իրականացնել տրանսպորտային միջոց վարելու ուսուցման գործունեություն իրականացնող իրավաբանական անձանց և անհատ ձեռնարկատերերի վարկանշավորում և հրապարակել այն։

Նախագծերի ընդունմամբ նախատեսվում է պետական բյուջեում եկամուտների ավելացում յուրաքանչյուր տրված լիցենզիայի գծով տարեկան տուրքի չափով:
