vfokuse.mail.ru–ն «Փորձագետ. Ո՞վ կարող է Ռուսաստանի փոխարեն ստանձնել Հայաստանի երկաթուղիների կառավարումը» վերնագրով հոդվածում գրում է, որ Փաշինյանը առաջարկել է Ռուսաստանին վաճառել հայկական երկաթուղիների կոնցեսիոն իրավունքները երրորդ երկրի: Քաղաքական դիտորդ և Ռազմավարական մշակույթի հիմնադրամի փորձագետ Անդրեյ Արեշևը vfokuse.mail.ru–ի հետ զրույցում ասել է, որ կոնցեսիայի փոխանցման հարցը արտացոլում է Հայաստանի ղեկավարության վաղեմի դիրքորոշումը։ «Սա նոր հարց չէ, սա Փաշինյանի կառավարության տեսակետն է, որը բազմիցս է արտահայտվել վերջին մի քանի ամսվա ընթացքում։ Նշանակալից է այն, որ այն հիմա վերահաստատվել է խորհրդարանում կառավարության հնգամյա ծրագրի ներկայացման ժամանակ»,– նշել է փորձագետը։

Նոր կոնցեսիոների դերի հնարավոր թեկնածուների վերաբերյալ Արեշևը նշել է Ղազախստանը, ինչպես նաև մի քանի արաբական պետություններ՝ Միացյալ Արաբական Էմիրությունները և Կատարը, որոնց հետ Հայաստանը վերջին տարիներին հաստատել է լիարժեք դիվանագիտական հարաբերություններ։ Այնուամենայնիվ, նա Ղազախստանն է համարել առաջնային թեկնածու։ «Վերջերս Աստանայի և Երևանի միջև շփումները, այդ թվում՝ բարձր մակարդակի, զգալիորեն ակտիվացել են։ Աստանան ուշադրության նշաններ է ցուցաբերում Հայաստանի ներկայիս ղեկավարության նկատմամբ, ուստի կարելի է ենթադրել, որ բանակցություններ են ընթանում հարցերի լայն շրջանակների շուրջ», - ասել է նա։

Արեշևը հիշեցրել է, որ Ղազախստանի արտաքին գործերի նախարարությունը պաշտոնապես հերքել է նման խոսակցությունները, սակայն չի բացառել այն հնարավորությունը, որ Աստանան և նրա գործընկերները (մասնավորապես Թյուրքական պետությունների կազմակերպության շրջանակներում) հետաքրքրված լինեն հայկական երկաթուղիների ինտեգրմամբ, այսպես կոչված, «Միջին միջանցքին», որը կապում է Կենտրոնական Ասիան Թուրքիայի և Եվրոպայի հետ։ «Ղազախստանի դաշնակիցներն ու գործընկերները Թյուրքական պետությունների կազմակերպության և Կենտրոնական Ասիայի 5+1 ձևաչափի շրջանակներում են, որոնց թվում է նաև Ադրբեջանը, և նրանք կարող են որոշակի հետաքրքրություն ունենալ», - հավելել է փորձագետը։

Արեշևը կարծում է, որ երկաթուղու հարցը ուղղակիորեն է կապված Հայաստանի ղեկավարության կողմից ազգային շահերից հրաժարվելու հետ։ Հայաստանը փաստացի ավելի քան երկու տարի գտնվում է ՀԱՊԿ-ից դուրս, և Փաշինյանի ներկայիս հայտարարությունները միայն հաստատում են այդ քաղաքականության համակարգային բնույթը։ «Խոսքը ոչ միայն երկաթուղու, այլ նաև խոշոր ռուսական կորպորացիաների մասնակցությամբ այլ նախագծերի մասին է, որոնց համար ավելի ու ավելի դժվար կլինի գործել Հայաստանում՝ հաշվի առնելով երկկողմ հարաբերությունների վատթարացումը», - եզրափակել է քաղաքագետը։
