Քաղաքական տեսության և գործնական ռազմավարության մեջ իշխանության «անզորության» թեզի վրա հիմնված քաղաքական արշավը հզոր ազդակ է, սակայն դրա հաջողությունը կախված է նրանից, թե որքանով է այդ թեզը ընկալելի վերածվում լայն հանրության համար և ինչպես է այն զուգակցվում այլընտրանքային լուծումների հետ։

1. Անզորության թեզի կառուցարկումը

Իշխանության անզորությունը լոկ քննադատելը բավարար չէ. այն պետք է ցույց տրվի համակարգային ճգնաժամերի և ամենօրյա իրականության հակադրության մեջ.

Ա.Ֆիսկալ և տնտեսական անկարողություն. Ցույց տալ, որ պետական պարտքի աճը, սուբսիդիաների անարդյունավետությունը կամ գնաճը ոչ թե արտաքին օբյեկտիվ գործոնների արդյունք են, այլ կառավարման անարդյունավետության ու պրոֆեսիոնալիզմի պակասի։

Բ.Կառավարման կոլապս. Ակնառու դարձնել այն ոլորտները, որտեղ պետական ինստիտուտները դադարում են ծառայել քաղաքացուն (սոցիալական ապահովություն, ենթակառուցվածքներ, անվտանգություն)։

Գ. «Սովորած անօգնականության» կոտրում. Ցույց տալ, որ իշխանության անզորությունը հանրության անզորությունը չէ, և որ անգործությունը կամ սխալ կառավարումը կանխորոշված ճակատագիր չեն։

2. Հրաժարականի պարտադրման տրամաբանությունը

Հրաժարականի պահանջը քաղաքականապես իրագործելի է դառնում, երբ ձևավորվում է երեք հիմնական թեզ։

1. Իշխանության լեգիտիմության և լեգիտիմացման կորուստ
2. Հանրային լայն կոնսենսուս (Լայն զանգվածների մոտ
3. Կազմակերպված, վստահելի և պատրաստի ԱՅԼԸՆՏՐԱՆՔ
3. Ինչու միայն անզորության թեզը բավարար չէ

Եթե քաղաքական պայքարը սահմանափակվում է միայն իշխանության անզորությունը ցույց տալով, ապա առկա է երկու հիմնական ռիսկ.

Ա,Վակուում և անորոշության վախ. Հասարակությունը, նույնիսկ տեսնելով իշխանության անզորությունը, կարող է խուսափել կտրուկ քայլերից, եթե չկա հստակ պատասխան՝ «իսկ ի՞նչ է լինելու հրաժարականից հետո»։ Անորոշության վախը հաճախ ստիպում է մարդկանց նախընտրել ծանոթ, թեկուզ անարդյունավետ վիճակը։

Բ,Ապատիայի խորացում. Անզորության մասին անընդհատ հայտարարելը, առանց հաղթանակի կոնկրետ ճանապարհային քարտեզի, կարող է հակառակ ազդեցությունն ունենալ՝ խորացնելով հանրային հիասթափությունը։

4. Հաղթական ռազմավարության բանաձևը

Իշխանության անզորության թեզը դառնում է վճռորոշ, երբ միահյուսվում է կարողունակության և կոմպետենտության այլընտրանքային նարատիվի հետ։ Հրաժարականի պարտադրումն արդյունավետ է, երբ անզորության փաստարկին զուգահեռ հանրությանը ներկայացվում է.

Ա,Ճգնաժամից դուրս գալու հաշվարկված, առարկայական ծրագիր (ֆիսկալ, տնտեսական և սոցիալական լուծումներով),

Բ, Կառավարման պրոֆեսիոնալ թիմ, որն ունի անհրաժեշտ փորձառություն և վստահություն,

Գ, Քայլերի հստակ հերթականություն, որը ցույց է տալիս իշխանափոխության անցնցում և կայուն ընթացքը։
