ՀԱՊԿ մարմիններում Հայաստանին քվեարկելու իրավունքից զրկելու մասին որոշման ընդունումը կպահանջի կոնսենսուս։ Այս մասին ՌԻԱ Նովոստի-ին հայտարարել է ՀԱՊԿ-ում Ռուսաստանի մշտական ներկայացուցիչ Վիկտոր Վասիլևը։

«ՀԱՊԿ Հավաքական անվտանգության խորհրդի հերթական նստաշրջանը տեղի կունենա Մոսկվայում նոյեմբերի 11-ին, և պետությունների ղեկավարները, հավանաբար, կքննարկեն այս հարցը։ Դրա վերաբերյալ որոշումը, եթե դրա կարիքը լինի, ընդունվելու է կոնսենսուսով», - գործակալության հետ զրույցում ասել է Վասիլևը։

Մշտական ներկայացուցիչը ընդգծել է, որ ՀԱՊԿ Կանոնադրության 25-րդ հոդվածը վերաբերում է պետության քաղաքացիներին քվոտավորված պաշտոններում առաջադրելու իրավունքի, ինչպես նաև Կազմակերպության մարմիններում քվեարկելու իրավունքի կասեցման հնարավորությանը՝ երկու տարվա ընթացքում Կազմակերպության բյուջեի նկատմամբ պարտքի մարման պարտավորությունները չկատարելու դեպքում։

«Դե ֆակտո իրերի այս վիճակը գործում է արդեն ավելի քան երկու տարի, քանի որ Հայաստանը չի առաջադրում իր քաղաքացիներին Քարտուղարությունում քվոտավորված պաշտոններում, ինչպես նաև հետ է կանչել իր ներկայացուցիչներին ՀԱՊԿ Միացյալ շտաբից», - եզրափակել է նա։

Հայաստանը սառեցրել է մասնակցությունը ՀԱՊԿ-ին 2024 թվականին։ Ինչպես պարզաբանել էր հանրապետության վարչապետ Նիկոլ Փաշինյանը, Հավաքական անվտանգության պայմանագիրը Հայաստանի նկատմամբ չի կատարվել դաշնակիցների կողմից 2021-2022 թվականներին, ուստի Երևանը «սառեցրել է» մասնակցությունը ՀԱՊԿ-ին։ Կազմակերպության մեջ մտնում են Ռուսաստանը, Բելառուսը, Հայաստանը, Ղազախստանը, Ղրղզստանը և Տաջիկստանը։

ՌԴ ԱԳՆ ղեկավար Սերգեյ Լավրովը հունիսի 10-ին հայտարարել էր, որ Կազմակերպությունը՝ Հայաստանի կողմից ՀԱՊԿ-ում անդամավճարները չվճարելու պատճառով, կդիտարկի կանոնադրության այն հոդվածի կիրառումը, որը կարգավորում է գործողություններն իրենց պարտավորությունները չկատարող անդամ երկրների նկատմամբ։
