Հուլիսի 20-ին մեկնարկել է «Հայաստանում համայնքների դիմակայունության և աղետներին պատրաստվածության կարողությունների հզորացում» 24-ամսյա ծրագիրը, որի նպատակը համայնքների պատրաստվածությունն ամրապնդելն ու աղետների և արտակարգ իրավիճակների արդյունավետ կառավարման կարողությունները զարգացնելն է։

Միջոցառմանը ներկա էին Ներքին գործերի նախարարության, Եվրոպական միության, ՄԱԿ-ի Փախստականների գործակալության, պետական և տեղական ինքնակառավարման մարմինների ու գործընկեր կազմակերպությունների ներկայացուցիչներ։

Հայաստանում ՄԱԿ-ի Փախստականների գործակալության ներկայացուցիչ Մոնիկա Սանդրին իր խոսքում վերահաստատել է կազմակերպության կողմից ՀՀ կառավարության առաջնահերթությունների իրականացմանն աջակցելու և անհրաժեշտ տեխնիկական ու փորձագիտական աջակցություն տրամադրելու պատրաստակամությունը՝ ազգային պատրաստվածության համակարգերն առավել արդյունավետ, անվտանգ և բնակչության կարիքներին արձագանքող դարձնելու նպատակով։

ՆԳՆ ռազմավարական պլանավորման, քաղաքականության մշակման և մոնիթորինգի վարչության պետ Նատալի Սահակյանը շարունակական աջակցության և համագործակցության համար շնորհակալություն հայտնելով միջազգային գործընկերներին՝ նշել է, որ աղետներին պատրաստվածությունը, ճգնաժամերի արդյունավետ կառավարումը և բնակչության անվտանգության ապահովումը Ներքին գործերի նախարարության ռազմավարական առաջնահերթություններից են։ Նա ընդգծել է, որ նախարարությունը շարունակաբար զարգացնում է համակարգման և գործառնական պատրաստվածության կարողությունները՝ կարևորելով միջգերատեսչական համագործակցությունը, վաղ ազդարարման համակարգերի և թվային գործիքների կատարելագործումը, ճգնաժամային հաղորդակցության արդյունավետության բարձրացումը։

Ելույթներ են ունեցել նաև ԵՄ պատվիրակության համագործակցության բաժնի ղեկավար Ֆրանկ Հեսսը և ՄԱԿ-ի Փախստականների գործակալության Արտաքին հարաբերությունների ղեկավար Կիրի Ատրին։

Կարևորվել են ծրագրի առաջին փուլի շրջանակում իրականացված վերապատրաստումներն ու ուսումնավարժությունները, ինչպես նաև ռիսկերի վրա հիմնված պլանավորման և տեղեկացված որոշումների կայացմանն աջակցող տվյալների, վերլուծական գործիքների և թվային լուծումների ներդրումը։

«Հայաստանում համայնքների դիմակայունության և աղետներին պատրաստվածության կարողությունների հզորացում» ծրագիրն իրականացվում է ՄԱԿ-ի Փախստականների գործակալության կողմից՝ ԵՄ Մարդասիրական օգնության կազմակերպության համաֆինանսավորմամբ՝ ՀՀ կառավարության, տարածքային կառավարման և տեղական ինքնակառավարման մարմինների, ինչպես նաև գործընկեր կազմակերպությունների հետ համագործակցությամբ։

Ծրագիրը կներառի Սյունիքի և Վայոց ձորի մարզերի 12 համայնք՝ կենտրոնանալով համայնքների՝ աղետներին պատրաստվածության, վաղ ազդարարման և արձագանքման կարողությունների զարգացման, ինչպես նաև ազգային մակարդակում արդյունավետ համակարգման մեխանիզմների ամրապնդման վրա։
