«Փաստ» օրաթերթը գրում է.
Այն, որ հատկապես վերջին մեկ տարում հոսանքազրկումներն աննախադեպ չափերի են հասել, հավել յալ ապացուցման կարիք չունի. յուրաքանչյուր քաղաքացի, ինչպես ասում են, իր մաշկի վրա է զգում դա: Ավելին, անջատումներն այնքան անկանոն ու հաճախակի են, որ բազմաթիվ մարդկանց տեխնիկան շարքից դուրս է գալիս:
Շատերը նկատած կլինեն, որ երբ զանգահարում են ՀԷՑ օպերատիվ կառավարման կենտրոն, այսինքն՝ 180, հենց սկզբից ավտոմատ կերպով տեղեկացվում է. «Ձեր տարածքում գրանցվել է վթարային անջատում: Վերականգնողական աշխատանքները կավարտվեն անջատման պահից... 2 ժամվա ընթացքում»: Մեր ուշադրությունը գրավեց այն, որ անջատման ժամանակահատվածը միշտ նույնն է, իսկ երբ կոնկրետ անցնում ես «սեղմիր 1, 2» փուլերը և հասնում քո հասցեի անջատումներին, պարզվում է՝ իրականում շատ ավելի երկար ժամանակով է անջատումը: Սա չափազանց կասկածելի թվաց, և մենք փորձեցինք բաժանորդ հանդիսացող տարբեր անձանց հեռախոսներից զանգահարել 180 այն ժամանակ, երբ տվյալ տարածքներում հոսանքազրկում չկա: Եվ, օ՜, հրաշք, պարզվեց՝ իրականում կա վթարային անջատում, պարզապես մենք չգիտենք: Իսկ եթե ավելի լուրջ, ապա ավտոպատասխանիչը նորից տեղեկացրեց, որ ունենք վթարային անջատում, և «վերականգնողական աշխատանքները կավարտվեն անջատման պահից... 2 ժամվա ընթացքում»:
Այսինքն, ըստ երևույթին, ՀԷՑ-ում էլ հասկանում են, թե ինչքան հաճախ են լինում հոսանքազրկումները, նաև գիտեն, որ օպերատորների հետ կապ հաստատելը ամենահեշտ գործը չէ, որոշել են «նավսյակի» բոլորին շուրջօրյա ռեժիմով տեղեկացնել «երկժամանոց» վթարային անջատման մասին, որ իրական անջատման դեպքում էլ «զահլա չտանեն»: Հույսներն այն է եղել երևի, որ հազիվ թե ինչ-որ մեկը 180 զանգահարի, եթե լույս ունի...
