Երևանի Մուրացան փողոցում տեղի ունեցած աղմկահարույց հրաձգությունը, որի հետևանքով մեկ մարդ զոհվեց, վիրավորվեց 15-ամյա պատանի, իսկ դեպքի վայրում հայտնաբերվեց նաև չպայթած նռնակ, կրկին ուշադրության կենտրոնում դրեց հանրային անվտանգության հարցը։ Վերջին շաբաթներին սա միակ նման դեպքը չէ․ հիշատակվում են նաև մայրաքաղաքի տարբեր հատվածներում գրանցված հրաձգություններ և այլ ծանր հանցագործություններ, որոնք հասարակության շրջանում մեծ անհանգստություն են առաջացրել։

Թեև պաշտոնական կառույցները պարբերաբար նշում են, որ հանցագործությունների ընդհանուր վիճակագրությունը նախորդ տարիներից էականորեն չի տարբերվում, հանրային ընկալումն այլ պատկեր է ձևավորում։ Տեղեկատվական դաշտը գրեթե ամեն օր լցված է մի կողմից՝ քաղաքական ենթատեքստ ունեցող քրեական գործերի, ձերբակալությունների ու կալանավորումների, մյուս կողմից՝ հրաձգությունների, սպանությունների և այլ ծանր հանցագործությունների մասին լուրերով։

Այս իրավիճակը, ըստ բազմաթիվ գնահատականների, հասարակության մեջ ձևավորում է անվստահության և անապահովության մթնոլորտ։ Քաղաքացիների մի մասը տպավորություն ունի, որ իրավապահ համակարգի զգալի ռեսուրսներ ուղղվում են քաղաքական զգայուն գործերին, ինչի հետևանքով հանրային անվտանգությանը վերաբերող խնդիրները մնում են երկրորդ պլանում։

Միևնույն ժամանակ, պետք է հաշվի առնել, որ իրավապահ համակարգը գործում է պետական կառավարման ընդհանուր շրջանակում և ենթարկվում է գործող օրենսդրությամբ ու ծառայողական կարգապահությամբ սահմանված կանոններին։ Այդ պատճառով խնդիրը հաճախ դիտարկվում է ոչ միայն իրավապահ մարմինների աշխատանքի, այլև քաղաքական որոշումների և կառավարման առաջնահերթությունների համատեքստում։

Ինչպես նշում է Past.am-ը, հանրային քննարկումների առանցքում պետք է լինի այն հարցը, թե ինչպես ապահովել, որպեսզի իրավապահ մարմինները հնարավորինս կենտրոնանան իրենց հիմնական առաքելության՝ հանցագործությունների կանխման, քաղաքացիների անվտանգության ապահովման և ապօրինի զենքի շրջանառության դեմ արդյունավետ պայքարի վրա։

Հասարակության համար առանցքային է անվտանգ և կանխատեսելի միջավայրի ձևավորումը, որտեղ քաղաքացին վստահ կլինի, որ փողոցում իր անվտանգությունը լիարժեք պաշտպանված է, իսկ պետական ինստիտուտները գործում են առաջին հերթին հանրային շահի և օրենքի գերակայության սկզբունքով։
