Հայաստանը երկար տարիներ համարվել է ջրային ռեսուրսներով համեմատաբար ապահով երկիր։ Սակայն վերջին տարիներին մասնագետների շրջանում ավելի հաճախ է հնչում մտահոգություն, որ կլիմայական փոփոխությունները, ջրի անարդյունավետ օգտագործումը և ենթակառուցվածքների խնդիրները կարող են առաջիկա հինգ տարիներին լրջորեն փոխել իրավիճակը։

Այսօր շատ քաղաքացիներ դեռ չեն զգում վտանգը, քանի որ խմելու ջուրը մեծ մասամբ հասանելի է։ Բայց հարցը ոչ թե այն է, թե արդյոք ջուր կա այսօր, այլ այն, թե ինչ որակի և ինչ ծավալի ջուր կունենանք 2030 թվականին։

Սևանի մակարդակը դեռ չի նշանակում լիարժեք անվտանգություն

Հասարակության մեջ հաճախ կա կարծիք, որ եթե Սևանը կա, ապա Հայաստանը ջրի խնդիր չի ունենա։ Իրականում մասնագետները նշում են, որ Սևանը միայն խմելու ջրի աղբյուր չէ․ այն ամբողջ տարածաշրջանի էկոհամակարգի կարևոր բաղադրիչն է։ Ջրի մակարդակի տատանումները, ջերմաստիճանի բարձրացումը և ջրի որակի փոփոխությունները կարող են ազդել ինչպես բնության, այնպես էլ տնտեսության վրա։

Կլիման փոխվում է ավելի արագ, քան մենք ենք պատրաստվում

Վերջին տարիներին Հայաստանում նկատվում են ավելի երկար և շոգ ամառներ, տեղումների անհավասար բաշխում և երաշտային շրջանների հաճախացում։ Սա նշանակում է, որ գարնանային հալոցքից ստացվող ջրի մի մասը չի կարողանում բավարար չափով կուտակվել, իսկ ամռանը պահանջարկը կտրուկ աճում է։

Գյուղատնտեսությունը կարող է առաջինը զգալ հարվածը

Եթե ջրի պակասը խորանա, ամենամեծ ազդեցությունը կարող է լինել գյուղատնտեսության վրա։ Ոռոգման ջրի սահմանափակումը կարող է հանգեցնել բերքի նվազման, որոշ մշակաբույսերի արտադրության կրճատման և սննդամթերքի թանկացման։ Արդյունքում ջրի խնդիրը կարող է վերածվել նաև սոցիալական և տնտեսական խնդրի։

Քաղաքներում վտանգը կարող է լինել ոչ միայն պակասը, այլև որակը

Հին ջրատար համակարգերը բազմաթիվ համայնքներում շարունակում են կորցնել մեծ քանակությամբ ջուր։ Որոշ գնահատականներով՝ մատակարարվող ջրի զգալի մասը կորում է դեռևս մինչև սպառողին հասնելը։ Բացի այդ, ենթակառուցվածքների մաշվածությունը կարող է ազդել նաև ջրի որակի վրա։

Ինչ կարող է լինել 2031 թվականին

Եթե ներկայիս միտումները շարունակվեն առանց լուրջ բարեփոխումների, մասնագետները տեսնում են մի քանի հավանական սցենար․

  • ամռանը ջրամատակարարման ավելի հաճախակի սահմանափակումներ,
  • ոռոգման ջրի պակաս որոշ մարզերում,
  • գյուղատնտեսական արտադրանքի թանկացում,
  • ջրի որակի վերաբերյալ ավելի հաճախակի մտահոգություններ,
  • համայնքների միջև ջրային ռեսուրսների շուրջ լարվածության աճ։

Սա դեռ անխուսափելի ապագա չէ, բայց արդեն իրական ռիսկ է։

Ինչ պետք է արվի հիմա

Մասնագետները կարևորում են երեք ուղղություն՝ ջրամբարների և կուտակման համակարգերի զարգացում, ոռոգման ժամանակակից տեխնոլոգիաների ներդրում և ջրատար ցանցերի կորուստների կրճատում։ Առանց այս քայլերի նույնիսկ ջրային ռեսուրսներով հարուստ երկրները կարող են բախվել պակասի։

Ջուրը նավթ չէ, որը կարելի է ներմուծել ցանկացած պահին։ Այն ազգային անվտանգության ռեսուրս է։ Եթե այսօր Հայաստանը չսկսի ավելի խելամիտ կառավարել իր ջրային պաշարները, ապա հինգ տարի հետո կարող ենք խոսել ոչ թե տեսական վտանգի, այլ արդեն առօրյա ջրի խնդրի մասին։
