Աշխատանքի և սոցիալական հարցերի նախարարությունը տեղեկացնում է՝ նախատեսվում է սահմանել բուլինգի ենթարկված երեխաների հայտնաբերման, պաշտպանության և աջակցության կարգը:

«e-draft.am» իրավական ակտերի նախագծերի հրապարակման միասնական կայքում հանրային քննարկման է ներկայացվել «Բուլինգի ենթարկված երեխաների հայտնաբերման, նրանց պաշտպանության, ուղղորդման և նրանց հետ աշխատանքների իրականացման կարգը սահմանելու մասին» ՀՀ Կառավարության որոշման նախագիծը։

Նախագծի նպատակն է ստեղծել հստակ, թափանցիկ և կանխատեսելի մեխանիզմներ՝ բուլինգի ենթարկված երեխաներին ժամանակին հայտնաբերելու, պաշտպանելու և անհրաժեշտ աջակցություն տրամադրելու համար։ Նոր կարգը կկիրառվի երեխաների խնամք և պաշտպանություն իրականացնող կենտրոններում, կրթական (այդ թվում՝ նախադպրոցական և արտադպրոցական) հաստատություններում, սպորտային, մշակութային կազմակերպություններում և Արդարադատության համակարգում գործող պատժի կամ քրեաիրավական ներգործության միջոցներ իրականացնող մարմիններում։

Բուլինգը երեխայի նկատմամբ բռնության մասնավոր դրսևորում է, և նման դեպքերի հայտնաբերումը նախատեսվում է իրականացնել հետևյալ ուղղություններով․

  • մանկավարժական և ուսումնաօժանդակ անձնակազմի, ինչպես նաև հոգեբանի կողմից երեխաների միջանձնային շփումների, վարքագծային կտրուկ փոփոխությունների և հուզական վիճակի ամենօրյա մշտադիտարկում,
  • բուլինգի դեպքերի մասին անանուն հայտնելու համար «Վստահության արկղեր»-ի կամ առցանց հարթակների ներդնելու միջոցով,
  • մեկուսացված կամ թիրախավորված երեխաներին հայտնաբերելու նպատակով հատուկ մշակված հարցազրույցների իրականացում թիմի կողմից,
  • վստահության մթնոլորտի ձևավորում, որտեղ երեխան իրեն անվտանգ է զգում հոգեբանին, մանկավարժին կամ թիմի համակարգողին դիմելու՝ սեփական փորձառության կամ այլ երեխայի նկատմամբ կիրառվող բուլինգի հնարավոր դեպքի մասին պատմելու համար։
