Այսօր Հայաստանում Սահմանադրության օրն ավելի շատ խորհրդանշական բնույթ ունի, որովհետև Սահմանադրությամբ ամրագրված բազմաթիվ ինստիտուտներ փաստացի չեն գործում։
2015 թվականի սահմանադրական փոփոխությունների հանրաքվեի ընթացքում բարձրացված հիմնական մտահոգություններից մեկն այն էր, որ կառավարման համակարգի փոփոխությունն ինքնին չի լուծելու խնդիրները, եթե քաղաքական մշակույթն ու պետական ինստիտուտների գործելակերպը չփոխվեն։
Խնդիրը երբեք միայն Սահմանադրության տեքստը չի եղել։ Խնդիրն այն է, թե ինչպես է այն կիրառվում և որքանով են իշխանությունները հարգում սահմանադրական սկզբունքները։
Այսօր իշխանության տարբեր ճյուղերի միջև սահմանադրական զսպումների և հակակշիռների մեխանիզմները լիարժեք չեն գործում, ինչի հետևանքով պետական ինստիտուտները կորցնում են իրենց ինքնուրույնությունը։
Եթե դատարանները, խորհրդարանը, նախագահի ինստիտուտը և մյուս սահմանադրական մարմինները չեն իրականացնում իրենց սահմանադրական առաքելությունը, ապա նույնիսկ լավ Սահմանադրությունը չի կարող ապահովել իրավական պետության գոյությունը։
Սահմանադրությունը չի կարող մնալ թղթի վրա։ Այն գործում է միայն այն դեպքում, երբ պետական մարմիններն ու պաշտոնատար անձինք առաջնորդվում են ոչ թե քաղաքական նպատակահարմարությամբ, այլ սահմանադրական կարգով և օրենքի գերակայությամբ։
