ՀՀ կառավարությունը Համաշխարհային բանկից վարկ է վերցրել ՀԷՑ-ի կուտակած պարտքերը մարելու համար: Վարկը տրվել է 30 տարով, որից 14-15 տարին՝ արտոնյալ պայմաններով: Past.am-ը զրուցել է տնտեսագետ, ԱԺ ԲՀԿ խմբակցության նախկին պատգամավոր Վարդան Բոստանջյանի հետ՝ փորձելով հասկանալ գործարքի արդյունավետությունն ու հնարավոր ռիսկային կողմները:
Ըստ Բոստանջյանի՝ ակնհայտ է, որ այդ պարտքը մեր պետության վրա է, պարտքը մարվելու է ժողովրդի հարկերից, որոնք մարդիկ պարտավոր են մուծելու: «Այնուհանդերձ, հանգամանքների բերումով, ստացվել է այնպես, որ էլեկտրացանցերը մենք ժառանգել ենք վատ վիճակում: Էլեկտրացանցերը թարմացման, արդիականացման խիստ պահանջ են զգում: Այն գրեթե վթարային վիճակում է գտնվում: Դրա համար պետք են մեծածավալ ներդրումներ: Ամենայն հավանականությամբ` նոր սեփականատերը պետք է ունենա մեծ դժվարություններ, որովհետև սա այն տարբերակը չէ, որ ինքը պետք է շահույթ հետապնդի: Ուրեմն՝ որոշակի ժամանակ միայն պետք է ներդրումներ անի, մինչև ցանցը բերի նորմալ տեսքի: Նման վիճակում թողնելը հղի է վատ հետևանքներով: Այո՛, մենք մի փոքր պետք է ձգենք գոտիները, որ կարողանանք այդ մեծ համակարգը բերենք տեսքի: Դրանով եմ ուզում հիմնավորված տեսնել դա: Խոշոր առումով, իհարկե, համաձայն եմ, որ պետք է այնպես շահագործվեր, որ վարկերի կարիք չլիներ, բայց հիմա էլ չենք կարող կանգնել,կուրծք թափահարել, ասել՝ չենք ուզում: Չուզելը նշանակում է վտանգավոր վիճակում տեսնել այդ համակարգը: Երկու չարիքից ընտրում ենք փոքրագույնը»,- նշեց Բոստանջյանըը:
Խոսելով կոռուպցիոն ռիսկերի մասին՝ տնտեսագետն ասաց, որ պարտքային ինստիտուտը նախկինում կոռուպցիոն հարաբերությունների հետևանքով է լինում: ««Կոռուպցիոնը» դեռ կուլտուրական է ասված, գողացել են, էլի: Ստացվում է, որ մենք իբր չենք կարողանում գտնել գողին: Հո հազար տարի ման չե՞նք գա գողին: Պատկերացնենք, որ մեր տանը տեղի է ունեցել ոչ ցանկալի դեպք: Հո չե՞նք նստի անվերջ լացի: Պետք է նորոգվի՞ տունը, թե՞՝ ոչ»,-իր խոսքը եզրափակեց Վարդան Բոստանջյանը:
