«Փաստ» օրաթերթը գրում է.

Կրթության, գիտության, մշակույթի և սպորտի նախարարությունն առաջարկում է լրացումներ կատարել «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» օրենքում. նախագծի ընդունումը ենթադրում է օրենքի 22-րդ հոդվածի 8-րդ մասի հիման վրա պարտադիր զինվորական ծառայության զորակոչից տարկետում ստացած քաղաքացիների համար սահմանել զորակոչի ենթակա լինելու այլ շեմ, որը հնարավորություն կընձեռի ուսումը ավարտած քաղաքացիներին օգտվել նշված հիմքով տարկետման իրավունքից:

Օրենքի 19-րդ հոդվածի համաձայն, քաղաքացիները զորակոչի ենթակա են մինչև 27 տարին լրանալը: Սակայն մի շարք արտասահմանյան բուհերի կրթության կազմակերպման, համապատասխան մասնագիտության կամ կոնկրետ հետազոտական գործունեության առանձնահատկություններով պայմանավորված՝ շատ հաճախ քաղաքացիները չեն հասցնում սահմանված ժամկետում ավարտել ուսումնական գործընթացը: Իսկ համապատասխան մասնագիտական կրթություն ստանալուց հետո առնվազն երեք տարի կառավարության սահմանած ոլորտում Հայաստանի Հանրապետությունում աշխատելու համար տարկետում ստանալու կարգավորումից չեն կարողանա օգտվել հիմնական շահառու հանդիսացող քաղաքացիները օրենքով սահմանված զորակոչի ենթակա լինելու տարիքային շեմի պատճառով:

Նախագծերի ընդունմամբ, օրենքի 22-րդ հոդվածի 8-րդ մասի հիման վրա պարտադիր զինվորական ծառայության զորակոչից տարկետում ստացած քաղաքացիների համար կսահմանվի զորակոչի ենթակա լինելու 32 տարեկան շեմը, որը հնարավորություն կտա տարկետման իրավունք ունեցող քաղաքացիներին անխոչընդոտ կազմակերպել իրենց ուսումնառությունը, և օգտվել «ուսումն ավարտելուց հետո առնվազն երեք տարի Հայաստանի Հանրապետության կառավարության սահմանած ոլորտում Հայաստանի Հանրապետությունում աշխատելու համար» տարկետման հիմքից: Նախագծով առաջարկվում է զորակոչի ենթակա լինելու տարիքային շեմ սահմանել 32 տարեկանը, նկատի ունենալով այն հանգամանքը, որ ասպիրանտական կրթական ծրագրով քաղաքացիները ուսումնառությունը ավարտում են հիմնականում 27 կամ 28 տարեկանում և Հայաստանի կառավարության 2026 թվականի ապրիլի 30-ի թիվ 610-Ն որոշման 2-րդ հավելվածով սահմանված տարկետման հիմքից օգտվելու համար անհրաժեշտ է, որ քաղաքացին զորակոչի ենթակա լինի նվազագույնը ևս երեք տարի:
