Կառավարությունը հավանություն է տվել օրենսդրական նախաձեռնությանը, որով նախատեսվում է Հայաստանում ներդնել բջջային սարքերի IMEI կոդերի միասնական հաշվառման համակարգ։ Պաշտոնական հիմնավորման համաձայն՝ նախաձեռնության նպատակը ստվերային շրջանառության կրճատումն ու գողացված հեռախոսների հայտնաբերման արդյունավետության բարձրացումն է։ Սակայն տեղեկատվական անվտանգության ոլորտի մի շարք մասնագետներ զգուշացնում են, որ նման համակարգը կարող է առաջացնել նաև անձնական տվյալների պաշտպանության և գաղտնիության հետ կապված լուրջ հարցեր։
Նախագծով նախատեսվում է ստեղծել կենտրոնացված տվյալների շտեմարան, որտեղ կապակցվելու են բջջային սարքի IMEI համարը, բաժանորդի անձնական տվյալները և օգտագործվող հեռախոսահամարները։ Քննադատների կարծիքով՝ նման բազայի առկայությունը հնարավորություն կտա պետական մարմիններին առավել մանրամասն պատկերացում կազմել քաղաքացիների կապի միջոցների օգտագործման վերաբերյալ, ինչը, նրանց գնահատմամբ, դուրս է գալիս բացառապես հարկային կամ վարչարարական նպատակներից։
Փորձագետների ուշադրության կենտրոնում է նաև համակարգի տեխնիկական անվտանգությունը։ Նրանց կարծիքով՝ միլիոնավոր օգտատերերի տվյալներ պարունակող միասնական շտեմարանների ստեղծումը մեծացնում է ինչպես տեխնիկական խափանումների, այնպես էլ տվյալների արտահոսքի ռիսկերը։ Եթե նման համակարգը որևէ պատճառով դադարի գործել կամ ենթարկվի կիբերհարձակման, դրա հետևանքները կարող են ազդել կապի ծառայություններից օգտվող մեծ թվով քաղաքացիների վրա։
Քննարկումների առիթ է դարձել նաև այն դրույթը, որով համակարգի միջոցով հավաքագրված տվյալները որոշ դեպքերում կարող են տրամադրվել այլ պետական մարմինների կամ թվային ծառայություններ մատուցող կազմակերպությունների։ Տեղեկատվական անվտանգության մասնագետները նշում են, որ նման հնարավորությունը պահանջում է առավել հստակ իրավական սահմանափակումներ և վերահսկողության արդյունավետ մեխանիզմներ՝ անձնական տվյալների ոչ նպատակային օգտագործումը բացառելու համար։
Առանձին մտահոգություն է առաջացնում նաև կիբեռանվտանգության բաղադրիչը։ Մեկ միասնական հարթակում միլիոնավոր քաղաքացիների տվյալների կենտրոնացումը, մասնագետների գնահատմամբ, կարող է այն դարձնել հաքերային հարձակումների առաջնային թիրախ։ Նրանց համոզմամբ՝ նման համակարգերի ներդրման դեպքում անհրաժեշտ է ապահովել տվյալների պաշտպանության ամենաբարձր չափանիշները, քանի որ ցանկացած արտահոսք կարող է լուրջ հետևանքներ ունենալ քաղաքացիների անվտանգության և անձնական կյանքի գաղտնիության համար։
Չնայած իշխանությունները պնդում են, որ նախաձեռնությունը նպատակ ունի բարձրացնել բջջային սարքերի հաշվառման արդյունավետությունն ու հեշտացնել գողացված հեռախոսների հայտնաբերումը, նախագծի քննադատները շարունակում են պնդել, որ դրա կիրառման շրջանակները կարող են ժամանակի ընթացքում ընդլայնվել։ Այդ պատճառով նրանք կարևորում են լայն հանրային քննարկումը և անձնական տվյալների պաշտպանության հստակ երաշխիքների ամրագրումը մինչև համակարգի ամբողջական ներդրումը։
