Հունիսի 23-ին ՀՀ ԱԳ նախարարի տեղակալ Վահան Կոստանյանը մասնակցել է ԵՄ նախաձեռնած «Կապակցվածության օրակարգի հարթակի» մեկնարկին նվիրված բարձրաստիճան միջոցառմանը, որին մասնակցում էին Հայաստանի, Թուրքիայի, Ուկրաինայի, Մոլդովայի, Ղազախստանի, Թուրքմենստանի, Տաջիկստանի, Ուզբեկստանի և Ղրղզստանի պատվիրակությունները, ինչպես նաև միջազգային ֆինանսական կառույցների և Եվրոպական հանձնաժողովի ներկայացուցիչներ։

Հարթակը ստեղծվել է Հարավային Կովկասի, սևծովյան տարածաշրջանի, Թուրքիայի և Կենտրոնական Ասիայի երկրների միջև կապակցվածության օրակարգի ամրապնդման և ԵՄ «Գլոբալ դարպասներ» ռազմավարության շրջանակներում միջտարածաշրջանային կապակցվածության օրակարգն առաջ մղելու նպատակով։

Համաժողովի շրջանակում ՀՀ ԱԳ նախարարի տեղակալը հանդես է եկել որպես բանախոս «Անդրկասպյան տրանսպորտային միջանցքի ապագա հեռանկարները սևծովյան և Հարավային Կովկասի տարածաշրջաններում. դեպի 2030 թվական» խորագրով պանելային քննարկմանը, որին մասնակցել են նաև Մոլդովայի փոխվարչապետը, Թուրքիայի տրանսպորտի և ենթակառուցվածքների հարցերով նախարարը, Ուկրաինայի համայնքների և տարածքների զարգացման հարցերով նախարարը, Համաշխարհային բանկի փոխնախագահը, ինչպես նաև Եվրոպական հանձնաժողովի շարժունակության և տրանսպորտի հարցերով գլխավոր տնօրենի տեղակալը և արևելյան հարևանության և Թուրքիայի հարցերով տնօրենը:

Իր ելույթում Վահան Կոստանյանն ընդգծել է տարածաշրջանային կապակցվածության զարգացման և այդ համատեքստում հարևան երկրների հետ երկխոսության խթանման կարևորությունը՝ նշելով, որ այս ուղղությամբ իրականացվող նախաձեռնությունները կարող են նպաստել Հարավային Կովկասի՝ որպես Եվրոպան և Ասիան կապող կարևոր հանգույցի ներուժի լիարժեք իրացմանը։ Այդ առնչությամբ նա կարևորել է նաև Հայաստան-ԵՄ գործընկերության զարգացումը, մասնավորապես տրանսպորտի, էներգետիկայի և թվային կապակցվածության ոլորտներում։

Անդրադառնալով տարածաշրջանային հաղորդակցությունների զարգացմանը՝ նախարարի տեղակալը ներկայացրել է Հայաստանի կառավարության «Խաղաղության խաչմերուկ» նախաձեռնությունը։ Նա ընդգծել է, որ ներառական կապակցվածությունը նպաստում է տարածաշրջանային համագործակցության, տնտեսական զարգացման և վստահության ամրապնդմանը։

Համաժողովի ավարտին Հայաստանի և Եվրոպական հանձնաժողովի, ինչպես նաև համապատասխանաբար ՎԶԵԲ և ԵՆԲ միջև ստորագրվել են մտադրության նամակներ՝ ՀՀ սահմանային երեք անցակետի և հյուսիսային երկու ավտոճանապարհների իրագործելիության ուսումնասիրությունների վերաբերյալ:
