Պաշտպանության նախարարությունը շրջանառության մեջ է դրել կառավարության որոշման նախագիծ, որով առաջարկվում է փոփոխություններ և լրացումներ կատարել 2023 թվականի մարտի 23-ի N 383-Ն որոշման մեջ։

Նախագծի հիմնավորման համաձայն՝ փոփոխությունների անհրաժեշտությունը պայմանավորված է «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» օրենքում 2026 թվականի մայիսի 11-ին կատարված փոփոխություններով, ինչպես նաև վարչապետի որոշմամբ հաստատված միջոցառումների ցանկի պահանջների կատարմամբ։

Գործող կարգավորմամբ՝ գիտության, կրթության, մշակույթի, արվեստի և սպորտի ոլորտներում նշանակալի նվաճումներ ունեցող, ինչպես նաև բնագիտական, տեխնոլոգիական, ճարտարագիտական և մաթեմատիկական (ԲՏՃՄ) ուղղություններով պետության համար առաջնահերթ համարվող մասնագիտություններով սովորող քաղաքացիները չէին կարող օգտվել տարկետման իրավունքից, եթե նախկինում արդեն ստացել էին տարկետում «Պատիվ ունեմ» ծրագրի շրջանակում։

Հիշեցնենք, որ «Պատիվ ունեմ» ծրագրով տարկետում ստացած քաղաքացիները պարտավորվում էին ուսումնառության ընթացքում անցնել զինվորական պատրաստություն և ուսումը ավարտելուց հետո ծառայել պաշտպանության նախարարության կողմից սահմանված պայմաններով։

Սակայն օրենքում կատարված վերջին փոփոխությամբ նախատեսվել է բացառություն։ Նոր կարգավորման համաձայն՝ սահմանափակումը չի կիրառվի այն քաղաքացիների նկատմամբ, որոնց «Պատիվ ունեմ» ծրագրով տրամադրված տարկետումը դադարեցվել է առողջական խնդիրների պատճառով։

Այս փոփոխության գործնական իրականացումն ապահովելու նպատակով անհրաժեշտ է համապատասխան փոփոխություններ կատարել նաև կառավարության 2018 թվականի ապրիլի 12-ի N 451-Ն որոշման մեջ, որը կարգավորում է ԲՏՃՄ ուղղություններով պետության համար առաջնահերթ մասնագիտություններով սովորողների տարկետման տրամադրման ընթացակարգը։

Նախագծով առաջարկվում է նման քաղաքացիներին վերականգնել տարկետում ստանալու իրավունքը՝ հնարավորություն տալով շարունակել ուսումնառությունը համապատասխան մասնագիտություններով։

Պաշտպանության նախարարության գնահատմամբ՝ նախագծի ընդունումը լրացուցիչ ֆինանսական ծախսեր չի պահանջի պետական բյուջեից։
