Հայաստանի բուհերում մեկնարկել է 2026-2027 ուսումնական տարվա առկա ուսուցմամբ մագիստրատուրայի ընդունելության գործընթացը։ Առաջին փուլի շրջանակում մի շարք համալսարաններում փաստաթղթերի ընդունման ժամկետներն արդեն մոտենում են ավարտին․ որոշ բուհեր դիմումների ընդունումը սկսել են հունիսի 1-ից, մյուսները՝ հունիսի 5-ից կամ 8-ից։
Սակայն ընդունելության գործընթացում առկա են մի շարք տարակուսելի հանգամանքներ, որոնք հարցեր են առաջացնում դիմորդների շրջանում։
Խնդիրն այն է, որ 2026-2027 ուսումնական տարվա մագիստրատուրայի առկա ուսուցման՝ պետության կողմից լրիվ փոխհատուցվող տեղերի ցանկը կառավարությունը հաստատել է միայն հունիսի 11-ին։ Թվում է՝ սա սովորական վարչական ընթացակարգ է, սակայն որոշ բուհերի գործողությունները լրացուցիչ հարցեր են ծնում։
Օրինակ՝ Վալերի Բրյուսովի անվան պետական համալսարանը համապատասխան հայտարարությունը կայքում և սոցիալական հարթակներում հրապարակել է միայն հունիսի 18-ին։ Առաջին հայացքից այստեղ արտառոց ոչինչ չկա․ կառավարության որոշումից մեկ շաբաթ անց բուհը տեղեկացնում է ընդունելության մասին։ Սակայն հայտարարության բովանդակությունն արդեն այլ պատկեր է ներկայացնում։
Հրապարակված տեղեկության համաձայն՝ անվճար տեղերի համար դիմումները ընդունվում են հունիսի 5-ից մինչև հունիսի 20-ը։ Այսինքն՝ ստացվում է, որ դիմումների ընդունման գործընթացը սկսվել էր դեռևս հայտարարության հրապարակումից մոտ երկու շաբաթ առաջ։ Ավելին, հայտարարությունը հրապարակվել է ժամկետի ավարտից ընդամենը երկու օր առաջ, իսկ հաշվի առնելով, որ հունիսի 20-ը շաբաթ օր է, փաստացի շատ դիմորդներ տեղեկությունը ստացել են վերջին պահին։
Սա բնականաբար մի շարք հարցերի տեղիք է տալիս։ Եթե 55 անվճար տեղերի համար մրցույթն արդեն ընթացքի մեջ էր, ապա ովքեր և ինչպե՞ս էին տեղեկացել դրա մասին։ Ինչպե՞ս են դիմումները ներկայացվել մինչև պաշտոնական հայտարարության հրապարակումը։ Առավել ևս, որ մեզ դիմած մի շարք քաղաքացիներ պնդում են՝ դեռ հունիսի սկզբից զանգահարել են համալսարան և հետաքրքրվել ընդունելության մանրամասներով, սակայն ստացել են պատասխան, թե հայտարարությունը կհրապարակվի սահմանված կարգով և համապատասխան ժամկետներում։
Այս հանգամանքները դժվար է անտեսել, քանի որ դրանք կարող են կասկածներ առաջացնել ընդունելության գործընթացի թափանցիկության վերաբերյալ։
Համեմատության համար նշենք, որ այլ բուհեր գործընթացն իրականացրել են ավելի կանխատեսելի և հրապարակային ձևով։ Օրինակ՝ Երևանի պետական բժշկական համալսարանը առաջին փուլի դիմումների ընդունումը սկսել է հունիսի 15-ից և նախապես հրապարակել է համապատասխան հայտարարությունը։ Նույն մոտեցումն է կիրառվել նաև Խաչատուր Աբովյանի անվան հայկական պետական մանկավարժական համալսարանում, որտեղ ընդունելության մասին տեղեկատվությունը հրապարակվել է հունիսի 12-ին։
Այս ամենի ֆոնին առաջանում է հիմնական հարցը՝ արդյո՞ք բոլոր դիմորդները հավասար հնարավորություններ են ունեցել տեղեկանալու և մասնակցելու պետական պատվերով մագիստրատուրայի ընդունելությանը, թե՞ որոշ բուհերում տեղեկատվությունը հասանելի է եղել սահմանափակ շրջանակների համար դեռևս պաշտոնական հրապարակումից առաջ։
