Հունգարիան փակում է ավտորիտարիզմի դուռը, Հայաստանը՝ բացում: Այս մասին գրել է Սուրեն Սուրենյանցը։
«Հունգարիայի խորհրդարանը հավանություն է տվել սահմանադրական փոփոխությանը, որով վարչապետի պաշտոնավարման ժամկետը սահմանափակվում է առավելագույնը ութ տարով՝ երկու ժամկետ։ Այս որոշումը հատկապես ուշագրավ է, քանի որ խոսքը խորհրդարանական կառավարման համակարգի մասին է։ Ի տարբերություն նախագահական հանրապետությունների, որտեղ պաշտոնավարման ժամկետների սահմանափակումը վաղուց դարձել է ժողովրդավարական ստանդարտ, խորհրդարանական երկրների մեծ մասում նման ինստիտուտ չի գործում։
Գերմանիայում, Մեծ Բրիտանիայում, Իսպանիայում, Իտալիայում և եվրոպական այլ ժողովրդավարություններում վարչապետը կարող է պաշտոնավարել այնքան ժամանակ, քանի դեռ վայելում է խորհրդարանական մեծամասնության վստահությունը։ Այդ մոտեցման հիմքում այն տրամաբանությունն է, որ խորհրդարանը, բազմակուսակցական համակարգը, քաղաքական մրցակցությունն ու հակակշիռների մեխանիզմները բավարար են իշխանության գերկենտրոնացումը կանխելու համար։
Սակայն Հունգարիայի որոշումը վկայում է, որ 21-րդ դարում ավտորիտարիզմը կարող է ձևավորվել ոչ միայն սահմանադրությունների խախտման կամ ընտրությունների վերացման, այլև ընտրական ընթացակարգերի ֆորմալ պահպանման պայմաններում։ Երբ նույն քաղաքական ուժը կամ առաջնորդը երկար տարիներ վերահսկում են պետական համակարգը, աստիճանաբար թուլանում են քաղաքական մրցակցությունը, ինստիտուցիոնալ հակակշիռներն ու իշխանության փոփոխելիության մշակույթը։
Հենց այս պատճառով Հունգարիայի նոր որոշումը կարելի է դիտարկել որպես ժողովրդավարության ինստիտուցիոնալ ինքնապաշտպանության միջոց, որը նպատակ ունի կանխել մեկ անձի կամ մեկ քաղաքական խմբի չափազանց երկարատև գերիշխանությունը՝ նույնիսկ ընտրական լեգիտիմության պայմաններում(սակայն միայն ժամկետների սահմանափակումը բավարար չէ, ավելի կարևոր են՝ անկախ դատարանները, ազատ մեդիան, իրական քաղաքական մրցակցությունը, իշխանության փոփոխելիության մշակույթը)։ Հայաստանի քաղաքական զարգացումները, ցավոք, շարժվում են հակառակ ուղղությամբ։ Վերջին տարիներին Հայաստանում հետևողականորեն թուլացել են ժողովրդավարական հակակշիռները։
Խորհրդարանը գործնականում հայտնվել է Նիկոլ Փաշինյանի «կրնկի» տակ, դատական և իրավապահ համակարգերը դարձել են իշխանության քաղաքական հաշվեհարդարի գործիքներ, քաղաքական դաշտում ստեղծվել է անտագոնիստական միջավայր: Իշխանությունն ավելի ու ավելի հաճախ նույնացվում է պետության հետ, իսկ քաղաքական ընդդիմախոսները ներկայացվում են որպես սպառնալիք։
Սա այն ճանապարհն է, որով ձևավորվում է կայուն ավտորիտարիզմ՝ առանց բացահայտ բռնապետության։ Ժողովրդավարական ինստիտուտները պահպանվում են ձևով, սակայն աստիճանաբար զրկվում են բովանդակությունից։ Հայաստանում շարունակվում է իշխանության կենտրոնացման և անձնիշխանության ամրապնդման գործընթացը։ Հայաստանը կայուն ավտորիտարիզմի ձևավորման վտանգավոր ճանապարհին է»,-գրել է նա։
