«Փաստ» օրաթերթը գրում է.

Իշխանական քարոզչամեքենան և որոշ քաղաքական շրջանակներ ընտրություններից հետո ակտիվորեն շրջանառության մեջ դրեցին մի թեզ, համաձայն որի, քաղաքացիների մասնակցության ակտիվացումը և ընտրատեղամասեր գնալու կոչ-արշավները նպաստեցին, որպեսզի ավելի մեծ թվով մարդիկ քվեարկեն օրվա իշխանության օգտին։

Այս պնդումը, սակայն, բացարձակապես չի համապատասխանում իրականությանը և հանդիսանում է քաղաքական իրողությունների հերթական խեղաթյուրումը։ Տարբեր օբյեկտիվ, ինչպես բաց, այնպես էլ փակ սոցիոլոգիական հարցումների խորքային վերլուծությունը ցույց է տալիս լրիվ հակառակ պատկերը։ Իշխող ուժի նախընտրական հաշվարկները, հռետորաբանությունը և, ամենակարևորը, հետընտրական ակնհայտ շոկը փաստում են, որ նրանք սպասում էին առնվազն 10-15 տոկոսով ավելի բարձր քվե, քան իրականում ստացան։ Ցանկացած իշխանություն ընտրական գործընթացներին մոտենում է սեփական վարչական ռեսուրսի և հավատարիմ ընտրատեղամասային բազայի հստակ մոբիլիզացմամբ, որոնք ընտրության են գնում անկախ ամեն ինչից։ Եթե ընդհանուր մասնակցությունը լիներ ցածր, ապա իշխանության բերած բացարձակ ձայները տոկոսային հարաբերությամբ կապահովեին հենց այն հարմարավետ ու բարձր արդյունքը, որը պլանավորվել էր վերնախավի կաբինետներում։ Սակայն հանրային տիրույթում ծավալված մասնակցության արշավները տնից դուրս բերեցին «լուռ» մեծամասնությանը՝ այն տատանվող, բայց դժգոհ քաղաքացիներին, ովքեր սովորաբար անտարբեր են քաղաքականության հանդեպ։ Հենց այս ակտիվ քաղաքացին, գնալով ընտրատեղամաս, իր քվեարկությամբ նվազեցրեց վարչական ռեսուրսի տոկոսային կշիռը և ուղղակիորեն տապալեց իշխանությունների նախապես գծած սցենարը։ Հետընտրական առաջին իսկ ժամերին իշխանական դեմքերի խուսափողական պահվածքը, ուշացած հայտարարություններն ու նյարդային տոնայնությունը լավագույնս ապացուցեցին, որ արձանագրված թվերը նրանց համար սառը ցնցուղ էին։ Ակտիվ քաղաքացին իրականում կոտրեց բացարձակ վերարտադրության մեխանիզմը և իշխանությանը կանգնեցրեց քաղաքական նոր, անկանխատեսելի ճգնաժամի շեմին, ինչը հերքում է այն միֆը, թե բարձր մասնակցությունը ձեռնտու էր օրվա կառավարիչներին։
