Հարգելի՛ ռուսաստանցիներ
Այսօր Ռուսաստանի օրն է։
Սրտանց շնորհավորում եմ Ձեզ տոնի առթիվ, որը խորհրդանշում է Ռուսաստանի պետության հզոր, շարունակական, ավելի քան հազարամյա ուղին, ազգային միասնությունը, քաղաքացիական խաղաղությունն ու համերաշխությունը, ընդհանուր պատասխանատվությունը Ռուսաստանի ներկայի և ապագայի համար: Տոնի պատմությունը սկսվում է 1990 թվականի հունիսի 12-ին, երբ ընդունվեց Ռուսաստանի Պետական ինքնիշխանության մասին հռչակագիրը։ Այն իր ներկայիս անվանումը ստացել է 2002 թվականին։
Ռուսաստանի և Հայաստանի միջև ջերմ բարեկամական կապերը հիմնված են փոխօգնության, քրիստոնեական հավատքի, ավելի քան երկու հարյուրամյա ընդհանուր պատմության և Հայրենական մեծ պատերազմում մեր ժողովուրդների տարած միասնական Հաղթանակի վրա։ Ռուսաստանում հայկական սփյուռքը կազմում է շուրջ երկու միլիոն մարդ, ովքեր ապրում են եղբայրական ռուս ժողովրդի հետ համերաշխ և միասին պայքարում են հանուն խաղաղության և արդարության:
Մեր երկու երկրների միջև հարաբերություններն այսօր դժվարին ժամանակաշրջան են ապրում։ Սա հետևանք է Հայաստանում իշխող վարչախմբի անհեռատես, պարտադրված որոշումների, որոնք բռնել են սեփական ժողովրդի շահերը դավաճանելու ուղին։ Հայերն ապրում են Հայաստանի և Ռուսաստանի միջև արդյունավետ, իմաստալից և վստահելի երկխոսության վերադարձի հույսով, որը տոգորված է անկեղծ ու լիակատար փոխըմբռնման զգացումով:
Վստահ եմ, որ մեր ժողովուրդները կհաղթահարեն բոլոր խոչընդոտները։ Երկկողմ հարաբերությունները կամրապնդվեն և կբարգավաճեն՝ հասնելով իսկական դաշնակցային մակարդակի և հնարավորություն կտան ստեղծել միասնական և անբաժանելի անվտանգության ընդհանուր գոտի։
Եղբայրական ժողովրդին, Ռուսաստանի Դաշնության ռազմաքաղաքական ղեկավարությանը և հատկապես այն զինվորներին ու սպաներին, ովքեր այսօր զենքը ձեռքին պաշտպանում են Հայրենիքի շահերը հատուկ ռազմական գործողության գոտում, մաղթում եմ քաջառողջություն, հաջողություններ աշխարհաքաղաքական սպառնալիքներին դիմակայելու գործում, շուտափույթ խաղաղություն և հետագա բարգավաճում։
