Մի թիվ, որը շատերը չնկատեցին

ԱԺ ընտրությունների շուրջ ծավալված քաղաքական և հետընտրական քննարկումների ֆոնին հանրության ուշադրությունից կարծես դուրս է մնացել մի կարևոր ցուցանիշ՝ ընտրելու իրավունք ունեցող քաղաքացիների թիվը։
Եթե դիտարկենք տարբեր տարիների ընտրացուցակների տվյալները, ապա կտեսնենք, որ 2005-2018 թվականներին ընտրողների թիվը Հայաստանում գրեթե անընդհատ աճել է։ 2005 թվականին ընտրելու իրավունք ուներ 2 մլն 317 հազար 162 քաղաքացի, 2008-ին՝ 2 մլն 390 հազար, 2012-ին՝ 2 մլն 501 հազար 597, 2017-ին՝ 2 մլն 585 հազար 134, իսկ 2018 թվականին՝ 2 մլն 591 հազար 276 մարդ։
Այս վիճակագրությունը վկայում է, որ ավելի քան մեկ տասնամյակի ընթացքում ընտրողների թիվը հետևողականորեն աճել է՝ համահունչ բնակչության բնական շարժին։
Սակայն պատկերը փոխվում է վերջին տարիներին։ 2021 թվականի արտահերթ խորհրդարանական ընտրությունների ժամանակ ընտրողների թիվը գրեթե նույն մակարդակի վրա էր, ինչ 2018-ին։ Իսկ արդեն 2026 թվականի ընտրություններում պաշտոնապես հայտարարվել է 2 մլն 503 հազար 981 ընտրող, ինչը շուրջ 90 հազարով պակաս է նախորդ համապետական ընտրությունների համեմատ։
Հետաքրքիր է նաև այն հանգամանքը, որ 2020 թվականի պատերազմից և կորոնավիրուսի համավարակից հետո հազարավոր արցախահայեր ստացել են Հայաստանի Հանրապետության քաղաքացիություն և ընդգրկվել ընտրացուցակներում։ Այդ պայմաններում ընտրողների ընդհանուր թվի նվազումը ավելի նկատելի է դառնում։
Ստացվում է, որ վերջին հինգ տարիների ընթացքում ընտրելու իրավունք ունեցող քաղաքացիների թիվը Հայաստանում կրճատվել է զգալի չափով։ Թե ինչով է պայմանավորված այդ միտումը՝ արտագաղթով, հաշվառման փոփոխություններով, քաղաքացիությունից հրաժարումներով կամ այլ գործոններով, առանձին ուսումնասիրության թեմա է։
Ամեն դեպքում, ընտրողների թվի նման փոփոխությունը կարևոր ցուցանիշ է, որը կարող է բազմաթիվ հարցերի տեղիք տալ ժողովրդագրական և սոցիալական գործընթացների վերաբերյալ։
Ինչպես նշում է Past.am-ը, ընտրությունների արդյունքներից բացի, ուշադրության արժանի են նաև այն վիճակագրական տվյալները, որոնք կարող են պատկերացում կազմել երկրում տեղի ունեցող խորքային փոփոխությունների մասին։
