Ուղերձի հեղինակները հակամարտության բոլոր կողմերին կոչ են արել ցուցաբերել առավելագույն զսպվածություն, խստորեն պահպանել կրակի դադարեցման ռեժիմը և ապահովել քաղաքացիական բնակչության պաշտպանությունը։
Հայտարարության մեջ ընդգծվում է աջակցությունը Լիբանանի կառավարությանը՝ ՄԱԿ-ի Անվտանգության խորհրդի 1701 բանաձևին համապատասխան երկրի ամբողջ տարածքում պետական իշխանության ընդլայնման հարցում, ինչը ենթադրում է լիբանանյան անվտանգության կառույցների ամրապնդում և «Հըզբոլլահ» խմբավորման լիակատար զինաթափում։
Դիվանագետները «Հըզբոլլահից» պահանջել են դադարեցնել հարձակումները Իսրայելի վրա, իսկ իսրայելական կողմից՝ հարգել Լիբանանի ինքնիշխանությունն ու տարածքային ամբողջականությունը և կանգնեցնել ռազմական էսկալացիան։
Եզրափակելով՝ նախարարները կողմերին կոչ են արել աջակցել ԱՄՆ-ի և միջազգային գործընկերների հովանու ներքո գործադրվող դիվանագիտական ջանքերին՝ երկարաժամկետ կայունության հասնելու համար։
Փաստաթղթում նշվում է, որ Լիբանանի և Իսրայելի ժողովուրդներն ունեն խաղաղության, անվտանգության և արժանապատվության մեջ ապրելու անօտարելի իրավունք՝ առանց պատերազմի վերսկսման մշտական սպառնալիքին բախվելու։
