Նախընտրական քարոզարշավի ընթացքում բոլոր քաղաքական ուժերը պետք է բացառեն վիրավորանք, անհանդուրժողականություն, բռնություն քարոզող և հասարակությանը բևեռացնող խոսույթի ցանկացած դրսևորում, այս մասին հայտարարել է ՄԻՊ Անահիտ Մանասյանը։

«Մարդու իրավունքների պաշտպան Անահիտ Մանասյանը խիստ մտահոգիչ և վտանգավոր է գնահատում նախընտրական քարոզարշավի ընթացքում հանրային խոսույթում տարածվող` վիրավորանք, անհանդուրժողականություն և բռնություն քարոզող խոսույթը։

Ժողովրդավարական հասարակությունում քաղաքական մրցակցությունը պետք է հիմնված լինի գաղափարների, ծրագրերի և հանրությանը հուզող խնդիրների շուրջ բովանդակային քննարկումների վրա։ Մինչդեռ՝ ամենօրյա ռեժիմով արձանագրվում են մի շարք դեպքեր, երբ քաղաքական բանավեճը տեղափոխվում է փոխադարձ վիրավորանքի, թշնամանքի, անհանդուրժողականության և հանրային պառակտման վտանգավոր դաշտ։

Նման խոսույթը խորացնում է հասարակական բևեռացումը, խաթարում հանրային համերաշխությունը և վտանգում խաղաղ համակեցության մթնոլորտը։ Առանձնակի մտահոգիչ է, որ քաղաքական ուժերի և հանրային գործիչների կողմից կիրառվող ագրեսիվ ու վիրավորական բառապաշարը տարածվում է հասարակության տարբեր խմբերում՝ նպաստելով լարվածության և անհանդուրժողականության խորացմանը։

Մարդու իրավունքների պաշտպանը ևս մեկ անգամ ընդգծում է, որ կարծիքի արտահայտման ազատությունը բացարձակ իրավունք չէ և չի կարող օգտագործվել այլոց արժանապատվությունը նվաստացնելու, ատելություն, խտրականություն, անհանդուրժողականություն տարածելու, բռնություն քարոզելու նպատակով։

Մարդու իրավունքների պաշտպանը շեշտում է, որ հանրային և քաղաքական գործիչները, հաշվի առնելով իրենց խոսքի ազդեցությունն ու տարածման լայն շրջանակը, պետք է առավել բարձր պատասխանատվություն դրսևորեն իրենց հանրային խոսույթի նկատմամբ, սեփական խոսքով և վարքագծով նպաստեն փոխադարձ հարգանքի, հանդուրժողականության և իրավունքի գերակայության վրա հիմնված հանրային միջավայրի ձևավորմանը` անկախ այն հանգամանքից, թե արդյոք կոնկրետ իրավիճակում խոսքի առանձին տեսակը կարող է հանգեցնել իրավական պատասխանատվության կառուցակարգերի գործադրման, թե ոչ։

Մարդու իրավունքների կրթության և իրավունքների խթանման գործառույթի համատեքստում ՄԻՊ հաստատությունն անընդհատ է շեշտում խոսքի ազատության սահմանները խախտող խոսույթի դրսևորումների վտանգավորությունը իրավունքների խթանման և պաշտպանության ամբողջ համակարգի տեսանկյունից, մինչդեռ քաղաքական դերակատարների` հակառակ տրամաբանության վրա կառուցված վարքագիծը խաթարում է համապատասխան արժեքների վրա հիմնված մարդու իրավունքների համակարգի կայացումը:

Մարդու իրավունքների պաշտպանը կոչ է անում քաղաքական բոլոր ուժերին, նրանց ներկայացուցիչներին, պաշտոնատար անձանց և հանրային գործիչներին դադարեցնել վիրավորանք, անհանդուրժողականություն և բռնություն քարոզող խոսքի ցանկացած դրսևորում, բացառել հասարակությունը բևեռացնող և լարվածությունը խորացնող խոսույթի տեսակները, իսկ քաղաքական պայքարը կառուցել բացառապես ժողովրդավարական արժեքների, մարդու իրավունքների և փոխադարձ հարգանքի հիման վրա»,-ասված է հայտարարության մեջ։
