Ռուսաստանը գրեթե ամենօրյա պարբերականությամբ զգուշացումներ է անում Հայաստանի գործող իշխանություններին։ Այսօր էլ հերթը ՌԴ ԱԳՆ ԱՊՀ երկրների չորրորդ դեպարտամենտի տնօրեն Միխայիլ Կալուգինինն էր։ ՏԱՍՍ-ին տված հարցազրույցում Կալուգինն անդրադարձել է մի քանի հանգամանքների, բայց ամենաուշագրավը ատոմակայանի մասին դիտարկումն է։ Ըստ ռուսաստանցի պաշտոնյայի՝ ռուսական կողմը Հայաստանին առաջարկել է մեծ հզորության ԱԷԿ-ի նախագիծ, որը կարող է բավարարել հանրապետության կարիքները «տասնամյակներով, եթե ոչ մեկ դարով»։ «Ռոսատոմ» պետական կորպորացիան Հայաստանին առաջարկել էր մեծ հզորության կայանի նախագիծ, որը՝ եթե դա լինի հայկական ղեկավարության կամքով, կբավարարեր երկրի էներգետիկ կարիքները տասնամյակներով, իսկ գուցե՝ դարերով։ Միևնույն ժամանակ այն վերջնական սպառողի համար կապահովեր էլեկտրաէներգիայի մատչելի սակագներ, ինչը, ի թիվս այլնի, զգալիորեն կխթաներ երկրի արդյունաբերության աճը»,- ընդգծել է դիվանագետը։

ԱՄՆ փոխնախագահ Ջեյ Դի Վենսի Երևան այցից ու էներգետիկայի ոլորտում փաստաթղթի ստորագրումից հետո Հայաստանի իշխանությունները շարունակում են պնդել, որ դեռևս բանակցում են տարբեր երկրների, այդ թվում՝ Ռուսաստանի հետ՝ նոր ատոմակայանի կառուցման հարցում։ Արդեն տևական ժամանակ փաշինյանական իշխանությունը ատոմակայանի վերաբերյալ որևէ հայտարարություն չի անում՝ ըստ էության սպասելով խորհրդարանական ընտրությունների ավարտին։ Ու թեև բոլոր աղբյուրները պնդում են, որ Հայաստանի իշխանություններն ամեն ինչ անում են, որպեսզի նոր մոդուլային ատոմակայանը կառուցի հենց Արևմուտքը, Ռուսաստանը ձեռք չի քաշել նոր ռեակտորը կառուցելու իր ցանկությունից։ Կալուգինի այս զգուշացումը կարելի է հենց այդպես էլ գնահատել։

Ըստ էության, Հայաստանի իշխանություններին հիշեցնում են, որ Ռուսաստանն այս հարցում առաջատար է, և տնտեսապես ավելի ձեռնտու է ռուսական ատոմակայանի կառուցումը։ Մյուս կողմից, Փաշինյանը վերջերս հայտարարել էր, թե մի ատոմակայանի չափ արևային վահանակներ են տեղադրել, ինչը շատերի մոտ կասկած է առաջացրել, որ Հայաստանի գործող իշխանությունները պարզապես ցանկանում են կատարել թուրք-ադրբեջանական տանդեմի պահանջը և ընդհանրապես փակել ատոմակայանի մասին խոսակցությունները։
