Պետական բյուջեի հարկային եկամուտներն աճել են 0.3 %-ով

ՀՀ վարչապետ Հովիկ Աբրահամյանի գլխավորությամբ կառավարությունում քննարկվել է ՀՀ ֆինանսների նախարարության կողմից 2015թ. ընթացքում իրականացրած աշխատանքների, գերակա խնդիրների, ՀՀ կառավարության 2015 թ. գործունեության միջոցառումների ծրագրի կատարման և գնահատված կատարողականի հաշվետվությունը:
ՀՀ ֆինանսների նախարար Գագիկ Խաչատրյանը նշել է, որ 2015 թ.-ին հարկաբյուջետային քաղաքականության միտված է եղել մակրոտնտեսական կայունության պահպանմանը, հատկապես կարևորվել է տնտեսական աճի խթանման քաղաքականությունը: Նախարարի խոսքով՝ ի տարբերություն տարածաշարջանի այլ երկրների, նախորդ տարվա ընթացքում հաջողվել է առանց որևէ ծրագրային շեղման ապահովել անհրաժեշտ ֆինանսական հոսքերը: Գագիկ Խաչատրյանը զեկուցել է, որ ՀՀ պետական բյուջեի հարկային եկամուտները 2015 թ. կազմել են 1 տրիլիոն 65 միլիարդ դրամ՝ 2014-ի նկատմամբ 0,3 տոկոսով ավելի: Պեական բյուջեի ծախսերը կազմել են 1 տրիլիոն 253 միլիարդ դրամ, ինչը 2014-ի նկատմամբ ավելի է 10,6 տոկոսով:
Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ կառավարության տեղեկատվության և հասարակայնության հետ կապերի վարչությունից, նախարարը նշել է, որ ընդհանուր առմամբ հարկաբյուջետային և դրամավարկային քաղաքականությունը հաշվետու տարվա ընթացքում ամբողջական պահանջարկի վրա թողել է ընդլայնող ազդեցություն՝ արտաքին շոկերի պայմաններում դյուրացնելով պետական բյուջեի կատարումը: ԵԱՏՄ անդամ երկրների միջև փոխգործակցության շրջանակում տեղեկատվության փոխանակման, մաքսատուրքերի հաշվա ռման նպատակով նախորդ տարի ներդրվել է ծրագրային ապահովման նոր մոդուլ: Շարունակվել են հարկային և մաքսային օրենսդրության կատարելագործման աշխատանքները՝ ուղղված ՀՀ կառավարության ծրագրով ամրագրված՝ գործարար միջավայրի բարելավմանը, ստվերային տնտեսության կրճատմանը, հարկային ու մաքսային համակարգերի կարողությունների զարգացմանը: Մշակվել է ՀՀ հարկային օրենսգրքի նախագծի նախնական տարբերակը: Գագիկ Խաչատրյանը նշել է, որ շարունակվել են ներդրումների ներգրավման ու գործարար միջավայրի բարելավմանն ուղղված օրենսդրական փոփոխությունները: Նա խարարը զեկուցել է, որ տարվա ընթացքում իրականացվել են գործողություններ՝ ուղղված ՀՀ ներքին սպառողական շուկայում չդրոշմավորած ապրանքների, ինչպես նաև դրոշմավորման կանոնների խախտման դեպքերի բացահայտմանը, որոնց արդյունքում հայտնաբերվել է մոտ 13 հազար չդրոշմավորված կամ դրոշմավորման կանոնների խախտումով ապրանքներ: 2015թ. ընթացքում իրավապահ մարմինների պահանջով իրականացվել է պետական բյուջեի հետ փոխհարաբերությունների ճշտության 604 ստուգում, որոնց արդյունքում արձանագրվել է բյուջե լրացուցիչ վճարման ենթակա 12.7 մլրդ դրամի պարտավորություն: «Հա րկատու 3» ծրագրային համակարգում ներդրվել են նոր ենթահամակարգեր:
Վարչապետը դրական է գնահատել նախարարության աշխատանքը և նշել, որ 2015 թվականին ջանքերի համատեղմամբ ՀՀ կառավարությանը հաջողվել է հաղթահարել աշխարահաքաղաքական իրողությունների հետևանքով առաջացած դժվարությունները: Գործադիրի ղեկավարը կարևորել է հետագա ծախսերի արդյունավետության բարձրացումը և նշել, որ այդ նպատակով կառավարությունն իրականացնելու է կոնկրետ քայլեր: Միաժամանակ, Հովիկ Աբրահամյանը նշել է, որ 2016 թ. նախատեսված են լուրջ ծրագրեր և կառավարությունը միասնական ուժերով շարժվելու է առաջ:
