Ներքին համերաշխության և սոցիալական արդարության թեմայի շրջանակներում ես այսօր ուզում եմ խոսել մի շատ կարևոր հարցի մասին և հայտնել իմ և մեր թիմի հստակ դիրքորոշումը։
 
Հասարակության տարբեր խմբեր զգացմունքային և իրարամերժ կարծիքներ են արտահայտում պաշտոնյաներին և պետական ծառայողներին տրվող պարգևավճարների շուրջ։ Այս թեման, բարձրաստիճան պաշտոնյաներից բացի, վերաբերում է պետական համակարգում աշխատող տասնյակ հազարավոր մեր քաղաքացիների, նրանց ընտանիքներին, և առնչվում է սոցիալական հարցերի մի լայն շրջանակի, որը կարևոր է և պետք է հաշվի առնել։ Տարիների ընթացքում տասնյակ հազարավոր մարդիկ սեփական ծախսերի հաշվարկ են ձևավորել, շատերը վարկեր են վերցրել, և հնարավոր քաղաքական փոփոխությունները նրանցից շատերի համար որքան ցանկալի են, նույնքան էլ ներքին լարվածություն են ստեղծում։
 
Մենք թիմով քննարկել ենք այս հարցը՝ բոլոր տեսանկյուններից, և մեր սկզբունքային մոտեցումն է.
Պետական համակարգի աշխատողները պետք է ստանան պարգևավճարներ, պետական համակարգում աշխատողները պետք է ունենան և´ բարձր աշխատավարձ, և´ պարգևավճարներ, սոցիալական լուրջ երաշխիքներ։

Միևնույն ժամանակ, պետք է գործի պարգևավճարների և լրավճարների արդար բաշխման հստակ մեխանիզմ։ Չի կարող լինել այնպես, որ նախարարը ստանա 7-8 միլիոն դրամ պարգևավճար, իսկ նույն նախարարության կամ համակարգի այլ աշխատակիցներ՝ 20-50 հազար, 100 հազար դրամ։ Չի կարող ուսուցիչը ստանալ 120 000 դրամ աշխատավարձ, երբ նախարարը ստանում է միանգամից մի քանի միլիոն դրամ պարգևավճար։ Սա շատ անարդար է։

Իմ սկզբունքային մոտեցումն է. պարգևավճարները չպետք է լինեն մեկ հոգու քմահաճույքից կախված, որ այդ մեկը բաշխի իր յուրայինների, անձամբ իրեն լավ ծառայողների միջև, իսկ մնացած 90 տոկոսին բաժին հանի՝ ինչ տակը մնա։ Սա անթույլատրելի է։

Պարգևավճարների կարգը պետք է ֆիքսված լինի օրենքով և լինի արդար։

Պետական համակարգը պետության ողնաշարն է, և նրա արդյունավետ աշխատանքը էապես կփոխի պետության հանդեպ քաղաքացիների վերաբերմունքը։ Պետական համակարգը պետք է ունենա արժանավայել եկամուտներ (այդ՝ թվում պարգևավճարներով), որպեսզի չնայի այլ կողմ, որևէ մեծահարուստի ձեռքին, կամ ուշքն ու միտքը չլինի իր անձնական պրոբլեմների շուրջ։

Ամենակարևորը՝ պետական համակարգի աշխատողները պետք է լինեն պաշտպանված, որպեսզի որևէ նոր իշխանություն չգա ու կադրային ջարդ անի՝ «մերոնքականներին» կամ իր կուսակցականներին աշխատանքի տեղավորելով։ Պետական ծառայողների համակարգը չպետք է լինի տարբեր պաշտոնյաների քմահաճությունների գերին։
