ԱՄՆ նախագահ Դոնալդ Թրամփի վարչակազմը պնդում է, որ օտարերկրյա կառավարությունները միանան նոր կոալիցիային՝ ի պաշտպանություն Հորմուզի նեղուցում նավագնացության ազատության, քանի որ Իրանի հետ պատերազմը շարունակում է քայքայել կենսական նշանակություն ունեցող ջրային ուղին, հաղորդում է CNN հեռուստաալիքը:

Կոալիցիան, որը ստացել է «Ծովային ազատության կառուցվածք» (Construction of Freedom at Sea) անվանումը, նպատակ ունի համակարգել դիվանագիտական ջանքերը, ներառյալ պատժամիջոցների համաձայնեցումը և տեղեկատվության փոխանակումը՝ ջրային ուղով անվտանգ տարանցումն ապահովելու համար:

Նեղուցը դարձել է Միացյալ Նահանգների և Իրանի միջև դիվանագիտական բանակցությունների գլխավոր խոչընդոտներից մեկը, քանի որ երկու երկրներն էլ պահպանում են իրենց համապատասխան շրջափակումները: Նախագահ Դոնալդ Թրամփը բազմիցս հայտարարել է, որ Միացյալ Նահանգները նեղուցի հատվածում այլ երկրների օգնության կարիքը չունի, ինչպես նաև քննադատել է այլ, հատկապես՝ եվրոպական պետություններին, բավարար քայլեր չձեռնարկելու համար:

Այդ ընթացքում վառելիքի գները ամբողջ աշխարհում կտրուկ աճում են: ԱՄՆ Պետքարտուղարության հուշաթերթում, որն այս շաբաթ ուղարկվել է աշխարհի տարբեր երկրներ, դիվանագետներին կոչ է արվում հայտարարել նոր կոալիցիայի ձևավորման մասին և «խնդրել գործընկերներին մինչև ուրբաթ մասնակցություն ցուցաբերել»:

Հուշաթերթում, որը հայտնվել է CNN-ի տրամադրության տակ, դիվանագետներին հրահանգվում է այդ հարցը «ԱՄՆ հակառակորդների, ներառյալ՝ Ռուսաստանի, Չինաստանի, Բելառուսի և Կուբայի հետ» չքննարկել:

Ըստ փաստաթղթի՝ կոալիցիան ղեկավարելու են Պետքարտուղարությունը և Պաշտպանության նախարարությունը՝ ԱՄՆ Կենտրոնական հրամանատարության (CENTCOM) միջոցով: Պենտագոնը քայլեր կձեռնարկի անվտանգ անցումն ապահովելու համար, ներառյալ՝ իրական ժամանակում տեղեկությունների տրամադրումը, անվտանգության տեխնիկայի վերաբերյալ հանձնարարականները և համակարգումը:

Հուշաթերթում նշվում է, որ դիվանագետները պետք է կոալիցիային մասնակցությունը ներկայացնեն որպես միջոց՝ « մեր հավաքական կարողությունը ամրապնդելու ՝ նավագնացության ազատությունը վերականգնելու և համաշխարհային տնտեսությունը պաշտպանելու համար»: Փաստաթուղթն ընդունում է, որ երկրները կարող են ներդրում ունենալ տարբեր ձևերով՝ ելնելով իրենց հնարավորություններից և շահերից. դիվանագիտական համակարգում, տեղեկությունների փոխանակում,  պատժամիջոցների կիրառման ապահովում, ռազմածովային ներկայություն կամ աջակցության այլ ձևեր:

«Ողջունում ենք մասնակցությունը բոլոր մակարդակներում և չենք ակնկալում, որ ձեր երկիրը ռազմածովային ուժեր կամ ռեսուրսներ կտեղափոխի գոյություն ունեցող ծովային կառույցներից»,- նշվում է հուշաթերթում:
