ՀՀ մարդու իրավունքների պաշտպան Անահիտ Մանասյանի ուղերձը Հայոց ցեղասպանության 111-րդ տարելիցի կապակցությամբ
Ապրիլի 24-ին մենք ոգեկոչում ենք Հայոց ցեղասպանության անմեղ զոհերի հիշատակը՝ վերահաստատելով մարդու արժանապատվության ու հիմնարար իրավունքների գերակայությունը։
 
Անցած դարասկզբին Օսմանյան կայսրությունում ապրող հայերը ենթարկվեցին կազմակերպված զանգվածային ոճրագործությունների՝ դաժան սպանությունների, բռնի տեղահանության ու անմարդկային տանջանքների։
Սա մարդկության պատմության ամենածանր հանցագործություններից էր, որն ուղեկցվեց կյանքի իրավունքի զանգվածային խախտումներով, բռնի տեղահանություններով և խոշտանգումներով։
 
Ցեղասպանության հանցագործությունը չունի և չի կարող ունենալ որևէ արդարացում։
Այս օրը ևս մեկ հիշեցում է, որ նման հանցագործությունների կանխարգելումը պետությունների և միջազգային հանրության կարևորագույն պարտականությունն է, իսկ նման արարքների համար պատժելիությունը` կանխարգելման կարևորագույն գործիք։
Անպատժելիությունը խաթարում է արդարության հիմքերը և ծնում նոր հանցագործություններ։
 
Այսօրվա աշխարհում էլ իրականություն են էթնիկ հիմքով ատելության տարատեսակ դրսևորումները։ Դրանք պարարտ հող են ձևավորում ցեղասպանության և մարդկության դեմ ուղղված հանցագործությունների համար, ուստի պետք է արժանանան պատշաճ հակազդեցության։
Մարդու իրավունքների հարգումը, իրավունքի գերակայության երաշխավորումը և խտրականության բոլոր ձևերի բացառումը պետք է լինեն յուրաքանչյուր հասարակության հիմնասյուները, իսկ մեր ջանքերը պետք է մեկտեղված լինեն ատելության խոսքի, ատելության շարժառիթով կատարվող հանցագործությունների, անհանդուրժողականության և խտրականության բոլոր դրսևորումների կանխարգելման գործում։
 
Հայոց ցեղասպանության տարելիցը ևս մեկ հիշեցում է, որ պետք է լինենք առավել համախմբված՝ պաշտպանելու յուրաքանչյուրի իրավունքներն ու արժանապատվությունը՝ անկախ ազգային կամ էթնիկ պատկանելությունից, կրոնական համոզմունքներից կամ ցանկացած այլ հանգամանքից։
Հայոց ցեղասպանության անմեղ զոհերի հիշատակը մեզ համար ոչ միայն անցյալի վկայություն է, այլև ներկայի ու ապագայի հանդեպ պատասխանատվություն՝ նման հանցագործությունները կանխելու, ինչպես նաև արդար, իրավահավասար և մարդակենտրոն հասարակություն կառուցելու հարցում։
