«ՀայաՔվե» ազգային քաղաքացիական միավորումը խստիվ դատապարտում է Ադրբեջանի կողմից Արցախի զավթված տարածքում հայկական պատմամշակութային և հոգևոր ժառանգության ոչնչացման շարունակական քաղաքականությունը, որի հերթական դրսևորումն է Ստեփանակերտի Սուրբ Աստվածամոր Հովանի Մայր Տաճարի ամբողջական հիմնահատակ քանդումը։

• Մշակութային և կրոնական ժառանգության նպատակային ոչնչացումը հակասում է միջազգային իրավունքի հիմնարար սկզբունքներին, մասնավորապես՝ մշակութային արժեքների պաշտպանության վերաբերյալ միջազգային կոնվենցիաներին, ներառյալ՝ զինված հակամարտությունների ժամանակ մշակութային արժեքների պաշտպանության մասին 1954 թ. Հաագայի կոնվենցիան։ Նման ավերիչ գործողությունները հանդիսանում են մշակութային ժառանգության դեմ ուղղված համակարգային ոտնահարում և, համապատասխան հանգամանքներում, մշակութային ցեղասպանություն։

Բազմիցս փաստագրվել է, որ Ադրբեջանի վարած քաղաքականությունը միտված է Արցախի տարածքում հայկական պատմամշակութային ներկայության հետևողական վերացմանը, ինչը պահանջում է միջազգային խիստ արձագանք` իրավական գնահատական և հետագա նմանօրինակ քայլերի կանխարգելմանն ուղղված գործուն միջոցների անհապաղ ձեռնարկում։

Միաժամանակ արձանագրում ենք, որ ադրբեջանական ավերիչ գործողությունների վերաբերյալ` Հայաստանի Հանրապետության պետական մարմինների կողմից միջազգային համապատասխան հարթակներում հասցեական քաղաքական և իրավական գնահատականի հնչեցման, փաստահավաք և իրավական մեխանիզմների կիրարկման, ինչպես նաև բարբարոսական գործողությունների կրկնության բացառման ուղղությամբ կանխարգելիչ քայլերի բացակայությունը դատապարտելի և ապազգային վարքագիծ է։

 Հաշվի առնելով վերոնշյալը՝ անհրաժեշտ ենք համարում.

• անհապաղ նախաձեռնել հոգևոր-մշակութային ժառանգության ոչնչացումն ապացուցող փաստերի ներկայացում` համապատասխան միջազգային հարթակներում և կազմակերպություններում,

• Արդարադատության միջազգային դատարանից պահանջել կիրառել 2023թ. նոյեմբերի 17-ին` «Հայաստանն ընդդեմ Ադրբեջանի» հայցի շրջանակներում ընդունված` Ռասայական խտրականության բոլոր ձևերի վերացման մասին միջազգային կոնվենցիայի ժամանակավոր միջոցառումների հրամանը, մասնավորապես` «ձեռնարկել բոլոր անհրաժեշտ միջոցները՝ կանխելու և պատժելու հայկական մշակութային ժառանգությանը, այդ թվում՝ եկեղեցիներին և այլ պաշտամունքի վայրերին, հուշարձաններին, տեսարժան վայրերին, գերեզմանատներին և արտեֆակտներին վնասող վանդալիզմի և սրբապղծության գործողությունները»։

• ապահովել փաստերի պատշաճ հավաքագրում, նյութական և իրավական վնասի գնահատում,

• մշակել հստակ և հետևողական պետական քաղաքականություն՝ ուղղված Արցախի տարածքում հայկական մշակութային ժառանգության պաշտպանությանն ու պահպանմանը։

Ստեփանակերտի Սուրբ Աստվածամոր Հովանի Մայր Տաճարի ոչնչացումը` որպես մշակութային և հոգևոր ժառանգության դեմ ուղղված ցեղասպանական գործողության արդյունք, պետք է արժանանա միջազգային կոշտ իրավաքաղաքական գնահատականի և ունենա համապատասխան հետևանքներ։
