Հայաստանի և Ադրբեջանի միջև ի հայտ են գալիս տնտեսական շփումների առաջին նշանները, իսկ արտահանման վերաբերյալ տվյալները մատնանշում են առևտրի համեստ վերակագնման մասին, գրում է Euronews-ը։
Պաշտոնական վիճակագրությունը հաստատում է, որ Հայաստանի և Ադրբեջանի միջև տնտեսական շփումները սկսվել են. մասշտաբներով դրանք համեստ են, սակայն վերջին տարիների ընթացքում անդրսահմանային առևտրի առաջին հրապարակայնորեն փաստագրված նշաններից են։ Ադրբեջանի մաքսային տվյալները ցույց են տալիս, որ 2026 թվականի առաջին եռամսյակում արտահանումը դեպի Հայաստան հասել է մոտ 5,75 միլիոն դոլարի (5,1 միլիոն եվրո)։
Հայաստանի մաքսային ծառայության համապատասխան տվյալները նույն ժամանակահատվածի համար չեն հրապարակվել, իսկ դա նշանակում է, որ առկա պատկերն արտացոլում է հաշվապահական մատյանի միայն մեկ կողմը։
Ինչպես նշում է լրատվամիջոցը՝ «երկու երկրների միջև առևտուրը պատմականորեն եղել է աննշան, ինչը պայմանավորված էր ուղղակի տնտեսական կապերի բացակայությամբ և տասնամյակներ տևած տարածաշրջանային հակամարտությունների ժառանգությամբ»։
Նոր թվերը չեն հաստատում կառուցվածքային կամ կայուն երկկողմ առևտրային հարաբերությունների առկայությունը, իսկ միջազգային համախմբված առևտրային տվյալների շտեմարանները դեռևս չեն հաստատել նույն ժամանակահատվածի փոխադարձ հոսքերը։ Ընդսմին, որոշ վերլուծաբաններ այդ թվերը դինամիկայի փոփոխության վաղ ազդանշան են դիտարկում։
Irregular Warfare Initiative հետազոտական ծրագրի գիտաշխատող Բակո Խելաձեն այդ թվերն ավելի քան խորհրդանշական է համարում։
«Այդ 5,75 միլիոն դոլարը ավելին է, քան սոսկ տնտեսական ցուցանիշ։ Դա երկրների միջև վստահության կամուրջներ կառուցելու դրական ազդակ է, ինչը վերջնարդյունքում կարող է խաղաղություն և բարգավաճում բերել Հարավային Կովկասին»,- ասում է նա։
Խելաձեն հավելել է, որ տնտեսական փոխկախվածությունը պատմականորեն օգնել է կայունացնել իրավիճակը հետհակամարտային շրջանում:
«Կան բազմաթիվ օրինակներ, թե ինչպես են տնտեսական հարաբերություններն ու փոխկախվածությունը լուծում վեճերը և խաղաղ մթնոլորտ ստեղծում»,- շարունակում է նա՝ որպես օրինակ մատնանշելով հետպատերազմյան Եվրոպան, միաժամանակ զգուշացնելով, որ ուղղակի զուգահեռներ անցկացնելը կարող է վաղաժամ լինել։
Ստամբուլի Այդին համալսարանի պրոֆեսոր և ՄԱԿ-ի Զարգացման ծրագրի խորհրդատու Նուրհան Էլ-Բայյաայի կարծիքով՝ այդ զարգացումը պետք է դիտարկել «վստահության ամրապնդման ավելի լայն համատեքստում»։ Ըստ նրա՝ տնտեսական շփումները հաճախ առաջին և առավել ակնհայտ նշանն են, որ քաղաքական հակամարտությունները կարող են տեղի տալ գործնական համաձայնությանը։
