Ապրիլի 21-ին ՆԳ նախարարությունում տեղի է ունեցել Աղետների ռիսկի կառավարման միջգերատեսչական աշխատանքային խմբի արտահերթ նիստը, որը վարում էր խմբի ղեկավար, ՆԳ նախարար Արփինե Սարգսյանը։

Օրակարգում ինտենսիվ տեղումների հետևանքով գետերի ելքերի հնարավոր աճի և լեռնային շրջաններում ձյան հալոցքով պայմանավորված՝ հնարավոր հեղեղումների ռիսկերի վերաբերյալ հարցերն էին։

Շրջակա միջավայրի նախարարության Հիդրոօդերևութաբանության և մոնիթորինգի կենտրոնի տվյալներով՝ ապրիլի 20-ից 21-ը հանրապետության գետերի մեծ մասում կանխատեսվել է ջրի ելքերի մեծացում, առանձին գետերում՝ զգալի։ Վեդի, Ազատ և Վայոց ձորի մարզի գետերում հնարավոր են ջրի անբարենպաստ ելքեր։ Նշվել է նաև, որ ապրիլի 24-ից սկսած սպասվում են ինտենսիվ տեղումներ և ջերմաստիճանի բարձրացում, ինչի հետևանքով ձնհալի ակտիվացումը կարող է առաջացնել գետերի մակարդակի բարձրացում՝ ստեղծելով որոշակի ռիսկեր։

Տեղեկությունը ստանալուց հետո ՆԳ նախարարի հանձնարարությամբ գերատեսչության պատասխանատու ստորաբաժանումները իրականացրել են մի շարք միջոցառումներ՝ կազմակերպվել են իրազեկման աշխատանքներ, նախարարության պատասխանատու ստորաբաժանումները կապ են հաստատել ՀՀ ՏԿԵ, ՇՄ նախարարությունների և մարզպետարանների հետ, քննարկել նախապատրաստական աշխատանքները, իսկ մարզերի փրկարարական ստորաբաժանումներն անցել են արտակարգ ռեժիմով ծառայության։ Հորս, Ակունք և Փամբակ գետերի մակարդակի բարձրացմամբ պայմանավորված՝ արձանագրվել է ջրածածկումների 3 դեպք, որոնք հիմնականում կապված են եղել գետաբերանների հատվածներում ջրաբերուկների և աղբի կուտակման հետևանքով առաջացած խցանումներով։

Քննարկման ընթացքում նշվել է, որ մի շարք հատվածներում խնդիրները պայմանավորված են գետերի հուների մաքրման անհրաժեշտությամբ։ Այդ համատեքստում ՆԳ նախարար Արփինե Սարգսյանն ընդգծել է մաքրման և կանխարգելիչ ինժեներական աշխատանքների կարևորությունը։

Քննարկվել է նաև Ախուրյանի, Ազատի և այլ խոշոր ջրամբարների վիճակը։ Հնարավոր ռիսկերի կանխատեսման և վերահսկման համատեքստում անդրադարձ է կատարվել ջրամբարների տարողունակության և լցվածության ցուցանիշներին։

Որպես հանրային իրազեկման և վաղ ազդարարման համակարգի առանցքային օղակ՝ կարևորվել է ՆԳՆ 112 օպերատիվ կառավարման կենտրոնի դերը։

Նախարար Սարգսյանը հանձնարարել է ուժեղացնել ռիսկային հատվածների վերահսկողությունը և անհրաժեշտության դեպքում արագ արձագանքելու համար ապահովել տեխնիկայի մշտական պատրաստվածությունը։

Հնարավոր զարգացումներին արագ և համակարգված արձագանքելու նպատակով՝ նախարարը հանձնարարել է Շրջակա միջավայրի նախարարության և Տարածքային կառավարման և ենթակառուցվածքների նախարարության միջև կրիտիկական հատվածների վերաբերյալ շարունակել օպերատիվ տվյալների փոխանակումը։

Նիստի ընթացքում ՆԳՆ փրկարար ծառայության տնօրեն, ՆԳ նախարարի տեղակալ Արամ Ղազարյանը ներկայացրել է վերջին օրերին Վայոց ձորի, Կոտայքի և Լոռու մարզերի բնակավայրերում գետերի վարարման հետևանքով արձանագրված իրավիճակը և իրականացված օպերատիվ միջոցառումները։ Նշվել է, որ փրկարարական ծառայողները, համագործակցելով տեղական ինքնակառավարման մարմինների հետ, իրականացրել են սահմանազատման, հոսքերի կարգավորման և կանխարգելիչ աշխատանքներ։ Իրավիճակը կառավարելի է, լուրջ վնասներ չեն արձանագրվել։
