Ազգային անվտանգության ծառայությունը՝ որպես երկրի անվտանգության հենասյուն

Տարածաշրջանային բարդ իրողությունները և ժամանակակից աշխարհի նոր միտումները խորացնում և լրջացնում են ՀՀ ԱԱԾ դերը։ Ծառայությունը պարտավոր է դառնալ պետության հենասյուներից մեկը, որի աշխատանքը պետք է կառուցված լինի պրոֆեսիոնալիզմի և բացառապես պետության շահը հետապնդելու սկզբունքի վրա։

Զարգացման հայեցակարգ՝ քայլ առ քայլ.

1. Համակարգի բացարձակ ապաքաղաքականացում. ԱԱԾ-ն ծառայում է բացառապես պետությանը, այն չի կարող ծառայել որևէ կուսակցության, քաղաքական ուժի կամ անհատի։

2. ԱԱԾ սպաներն ու ենթասպաները, աշխատակիցները պետք է վայելեն բացառիկ հանրային հեղինակություն։ Հանրությունը պետք է զգա, որ այս ծառայությունն աշխատում է քաղաքացու կյանքի և երկրի ընդհանուր անվտանգությունն ապահովելու համար։

3. ԱԱԾ ներուժի էական բարձրացում։

4. Կադրային ճիշտ, նպատակային քաղաքականություն։

5. Բացառել կադրային անօրինականությունները՝ յուրայիններին առաջ տանելու և պրոֆեսիոնալներին անտեսելու գործելաոճը։

6. Ստեղծել պայմաններ, որպեսզի բարձր պրոֆեսիոնալիզմ ու պատրաստվածություն ունեցող կադրերը վերադառնան համակարգ։

7. Վերականգնել ԱԱԾ հետախուզական ծառայությունը։

8. Վերականգնել ԱԱԾ քննչական ծառայությունը։

9. Ընդլայնել ԱԱԾ կրթական կենտրոնի ներուժը և ուղղվածության ոլորտները. սա դարբնոց է, որտեղ կադրերը պետք է ստանան մասնագիտական կրթություն և/կամ վերաորակավորում։

10. Բացառել անձնական կամ այլ մոտիվացիաներով լավ կադրերին համակարգից դուրս մղելու պրոցեսները։

11. Դեկտեմբերի 20-ը վերականգնել որպես ԱԱԾ աշխատողի տոն։ Դա պատմություն է, հաստատված ավանդույթ, որը համակարգի համար կարևոր է։

12. Սոցիալական ապահովության երաշխիքներ. հաշվի առնելով պետության և հասարակության համար ԱԱԾ աշխատանքի բացառիկ կարևորությունը, պետությունը (մասնավորի հետ համագործակցությամբ) պետք է ունենա բնակարանային ապահովության ծրագիր, որի շրջանակներում ամեն տարի սահմանված քանակով աշխատակիցներ կստանան բնակարաններ։ Նույնը վերաբերում է ընտանիքների ապահովության մյուս բաղադրիչներին՝ երեխաների ուսման վարձ, փոխադրամիջոցի ձեռքբերում մատչելի պայմաններով, առողջապահության և հանգստի փաթեթներ։

13. ԱԱԾ-հասարակություն կապի, հարգանքի, պատկառանքի մթնոլորտի ձևավորում, «ԱԱԾ-ն ծառայում է պետությանը» գերակա սկզբունքի հաստատում։
