Ըստ տարբեր հարցումների՝ ընտրողների շուրջ 30–40%-ը դեռ չի կողմնորոշվել, թե ում ընտրել և արդյոք ընդհանրապես գնալ ընտրության։ Այս իրավիճակը ցույց է տալիս, որ հասարակության զգալի հատվածը չի տեսնում քաղաքական այն առաջարկը, որը կարող է բավարարել իր սպասումները։
Տեսանյութում ներկայացվում է այն մոտեցումը, որի համաձայն ընտրությունները պետք է դիտարկել ոչ թե որպես վարչապետական պայքար, այլ որպես խորհրդարանական ներկայացվածության ապահովման գործընթաց, որտեղ կարևոր է հակակշռի և զսպման մեխանիզմների ձևավորումը։
Քննարկվում է նաև նախագահի ինստիտուտի դերը, քաղաքական կոնսենսուսի հնարավորությունը և այն սկզբունքը, որը ձևակերպվում է որպես համերաշխություն՝ ոչ միայն այսօր ապրողների, այլ նաև անցյալի և ապագա սերունդների նկատմամբ։
