Անթալիայի դիվանագիտական 5-րդ ֆորումը Ադրբեջանը վերածել է պաշտոնական Բաքվի բենեֆիսի։ Ու մինչ հայկական կողմը ներկայացված է միայն փոխարտգործնախարարի մակարդակով, հանդիպումներն ու հայտարարություններն էլ, բնականաբար, այդ մակարդակով են հնչում, պաշտոնական Բաքուն ամենաբարձր մակարդակով ներկայացել է այդ ֆորումին և միջազգային գործընկերների մոտ խաղաղասերի համբավ է ձեռք բերում, բայց և առաջ տանելով իրեն անհրաժեշտ նարատիվները։ Ադրբեջանի նախագահի օգնական Հիքմեթ Հաջիևը հայտարարել է, թե Ադրբեջանն իր խաղաղության օրակարգով օրինակ է ծառայել ամբողջ աշխարհի և մեր տարածաշրջանի համար։

«Այսօր մենք կարող ենք վստահորեն և ուրախությամբ ասել, որ տարածաշրջանում հակամարտությունն ավարտվել է։ Բնականաբար, մնում են չլուծված հարցեր, ինչպիսիք են Հայաստանի Սահմանադրությանը վերաբերողները։ Ադրբեջանի նկատմամբ տարածքային պահանջների լիակատար լուծումից հետո մենք պատրաստ կլինենք ստորագրել վերջնական խաղաղության համաձայնագիրը»,- ընդգծել է Հաջիևը։

Փաստացի Ադրբեջանը նույնիսկ Անթալիայում է առաջ մղում Հայաստանի Սահմանադրության փոփոխության անհրաժեշտությունը՝ նշելով, որ միայն դրանից հետո հնարավոր կլինի ստորագրել վերջնական խաղաղության համաձայնագիրը։ Հաջիևը նաև անդրադարձել է այսպես կոչված «Զանգեզուրի միջանցքին»։ Մինչ Հայաստանի իշխանությունները պնդում են, թե միջանցքային որևէ տրամաբանություն չկա, Հաջիևը, խոսելով ընդհանուր տարածաշրջանի զարգացման մասին, ասել է, թե կարևոր դեր է խաղում Բաքու-Թբիլիսի-Կարս երկաթգիծը, իսկ «Զանգեզուրի միջանցքը» կարող է լրացուցիչ հնարավորություններ ստեղծել։

Ու փաստացի Ադրբեջանը հայտարարում է, որ իրենց համար առաջնայինը Բաքու-Թբիլիսի-Կարս երկաթգիծն է, այլ ոչ այն երկաթգծերն ու նախագծերը, որ հայկական կողմը փորձում է փաթաթել տարածաշրջանի և միջազգային գործընկերների վզին։ Ըստ էության, սա հերթական անգամ ապացուցում է Հայաստանի գործող իշխանությունների անլրջությունը և նրանց բոլոր օրակարգերի ձախողումը։
