Որքա՞ն գումար է հատկացնելու ԱՄՆ-ն Հայաստանին եւ ի՞նչ նպատակներով

ԱՄՆ-ի 2017-ի ֆինանսական բյուջեի բովանդակության վերաբերյալ առաջարկները, որ ԱՄՆ նախագահ Բարաք Օբաման ուղարկել է Կոնգրեսին, ներառում է 22,4 մլն ԱՄՆ դոլարի տնտեսական աջակցություն Հայաստանի համար, ավելին, քան 2016-ի ֆինանսական բյուջեն: Օբամայի ներկայացրած բյուջեն նաեւ պահպանում է ռազմական հավասարակշռությունը Հայաստանի եւ Ադրբեջանի միջեւ՝ 1 միլիոն ԱՄՆ դոլար Արտաքին ռազմական ֆինանսավորման (FMF) եւ 600 հազար դոլար՝ Միջազգային ռազմական կրթության եւ ուսուցման (IMET) համար, որը նվազել է նախորդ տարվա ցուցանիշից:
Օբամայի վարչակազմն առաջարկել է 1,7 միլիոն ԱՄՆ դոլար՝ թմրամիջոցների դեմ պայքարի եւ իրավապահ համագործակցության միջազգային վերահսկողության ծրագրերի համար, ինչը նույնն է, ինչ նախորդ տարի: Վարչակազմի բյուջեն նաեւ պահպանել է Ազատության աջակցության ակտի 907 բանաձեւը, որը սահմանափակում է Ադրբեջանին տրամադրվելիք աջակցությունը, մինչեւ վերջինս չդադարի թշնամական գործողությունները Հայաստանի դեմ: Այս հարցերը Ամերիկայի հայկական համագումարի ուշադրության կենտրոնում են:
Համագումարի գործադիր տնօրեն Բրայան Արդունու խոսքով՝ կառույցը շարունակելու է առանցքային առաջնահերթություններ առաջադրել՝ ի նպաստ հայ ժողովրդի եւ ԱՄՆ-Հայաստան հարաբերությունների ամրապնդման: «Մենք պետք է երաշխավորենք, որ Հայաստանը միջոցներ ունենա հաղթահարելու մարդասիրական խնդիրները, որոնք առաջացել են Սիրիայի ճգնաժամի եւ փախստականների դեպի Հայաստան ներհոսքի հետևանքով»,- ասում է Արդունին:
ԱՄՆ բյուջեով նախատեսվում է նաև Հայաստանին ֆինանսավորում տրամադրել վերականգնվող էներգետիկայի զարգացման ուղեցուցային ծրագրի միջոցով, որը հայտնի է որպես Վերականգնվող էներգետիկայի ընդլայնման ծրագիր: Վերջինս օգնում է ցուցադրել ցածր ածխածնային զարգացման ուղիների տնտեսական, սոցիալական եւ շրջակա միջավայրի կենսունակությունը:
Այս ծրագրի համար ներկայում նախատեսվող ներդրումների ընդհանուր արժեքը կազմում է 604 միլիոն ԱՄՆ դոլար 18 երկրների համար, այդ թվում` Հայաստանի: Ի դեպ, Արժույթի միջազգային հիմնադրամը եւ Համաշխարհային բանկը քննարկում են 4 միլիարդ ԱՄՆ դոլարի ֆինանսական օժանդակության տրամադրում Ադրբեջանին, ինչին Ամերիկայի հայկական համագումարը խիստ դեմ է արտահայտվել պետքարտուղար Ջոն Քերիին եւ Գանձապետարանի քարտուղար Ջեք Լյուին հունվարի 29-ին հղված նամակում:
