Արմեն Վարդանյանը ֆեյսբուքյան իր էջում գրում է.
Օրերս Հայաստանում ԵՄ պատվիրակության ղեկավարը, արտակարգ և լիազոր դեսպան Պյոտր Սվիտալսկին ներկայացրել է մի ծրագիր, որի խորագիրը կրում է «Ծնողազուրկ երեխաների անհատական զարգացման հավասար հնարավորություններ» անվանումը: Նա նշել է, որ մեծ պատիվ է ելույթ ունենալ այստեղ: Եվրամիությունը հպարտ է, որ միջոցներ է հատկացնում այս ծրագիրն իրականացնելու համար: Ծրագրի բյուջեն կազմում է 400 000 եվրո գումար: Այս ծրագիրն իրականացվում է երեխաների և երիտասարդ սերնդի զարգացման և իրավունքների պաշտպանության համար: Ժողովրդավարական զարգացումների արդյունքում նոր կյանք մտած սերնդին տրամադրվող հնարավորություններն էլ ավելի կարևոր են դարձել:
Դեսպանը նշել է նաև, որ ՀՀ-ում ընտանեկան կապերը շատ սերտ են, և ավելի մեծ է երեխաների հանդեպ ուշադրությունն ու հոգատարությունը, ինչը ողջունելի է: Ծրագրի շահառուներն են համարվում 16-23 տարեկան ծնողազուրկ երեխաներն են, ովքեր խնամվում են մանկատներում կամ խնամատար ընտանիքներում, հանձնված են խնամքի կամ ինքնուրույն կյանք են վարում:
Վերը նշված ծրագրի 60 շահառուների համար կկազմակերպվեն փոքր բիզնեսի ստեղծման և կառավարման, սահմանադրական իրավունքի, անգլերեն լեզվի և համակարգչային հմտություննրի վեցամսյա դասընթացներ: ՀՀ կառավարության ներկայացուցիչն էլ նշել է, որ 2015 թվականին մանկատներում բնակվող մոտ 660 երեխաներից 520-ը հատուկ խնամքի կարիք ունեցողներ են, իսկ մոտ 150 երեխա ստանում է խնամք գիշերօթիկ դպրոցներում:
