Հայաստանի նոր Սահմանադրության ոդիսականը մտահոգիչ է

Հայաստանի նոր Սահմանադրության ոդիսականն արդեն լուրջ մտահոգությունների տեղիք է տալիս։ Օրեր առաջ արդարադատության նախարար Սրբուհի Գալյանը հայտարարում էր, թե Սահմանադրության նախագծի տեքստը արդեն պատրաստ է և առաջիկայում քննարկվելու է «Քաղաքացիական պայմանագիր» կուսակցության վարչության, ապա և խմբակցության պատգամավորների հետ։
Նախարարը խոստացել էր Սահմանադրության տեքստը ամբողջությամբ բացահայտել խորհրդարանական ընտրություններից առաջ՝ հերքելով տարածված տեղեկությունները, թե Սահմանադրության հանրաքվեն տեղի կունենա ընտրությունների հետ միաժամանակ։ Դրանից հետո մամուլում տեղեկություններ հայտնվեցին նոր Սահմանադրության տեքստի վերաբերյալ, իսկ տարածված տեքստի նախաբանից բացակայում էր Հայաստանի և Լեռնային Ղարաբաղի միավորման մասին ձևակերպում պարունակող Անկախության հռչակագրի հղումը։ Արդարադատության նախարարությունն անմիջապես հերքեց, թե հրապարակված նախագիծն իրենց մշակած վերջնական տեքստն է՝ ոչ հերքելով, ոչ էլ հաստատելով, որ մշակվող տեքստի նախաբանից հանվել կամ հանվելու է հղումն Անկախության հռչակագրին։
Ավելին, Արդարադատության նախարարությունը հերքում է հենց իրենց իսկ նախարարին՝ պնդելով, թե դեռ նոր Սահմանադրությունը մշակման փուլում է։ «Վերջնական տարբերակի ձևավորման գործընթացում կատարվում են ինչպես բովանդակային, այնպես էլ խմբագրական փոփոխություններ։ Ընդ որում, առկա են բազմաթիվ աշխատանքային, ընդհուպ սևագիր տարբերակներ, գործող Սահմանադրության տեքստի վերլուծական վարժություններ»,- ասված է արդարադատության նախարարության պաշտոնական պարզաբանման մեջ։
Ըստ էության, Սրբուհի Գալյանի ենթակաները հերքում են իրենցից նախարարի հայտարարությունները՝ դրանով լուրջ մտահոգություններ առաջացնելով գործող իշխանությունների իրական նպատակների մասին։
Նշենք, Սահմանադրության փոփոխման պահանջը ստացվել է հենց Բաքվից, Իլհամ Ալիևն է հայտարարել, որ քանի դեռ Հայաստանի Սահմանադրությունը փոփոխված չէ, խաղաղության պայմանագիր չի լինելու։ Իշխանությունն այս հանգամանքն օգտագործելով՝ հանրությանն անընդհատ ահաբեկում է նոր պատերազմի վտանգով, և այժմ գաղտնիության ու փնթի մանիպուլյացիաների դաշտ տեղափոխելով նոր Սահմանադրության մշակումն ու հրապարակումը, ավելի է խորացնում կասկածները։
