Մարդու իրավունքների պաշտպանի աշխատակազմում զանգվածային լրատվության միջոցների և սոցիալական մեդիայի մշտադիտարկման արդյունքները, ինչպես նաև Պաշտպանի թեժ գծին ստացված ահազանգերը վկայում են, որ Հայաստանում երեխաների նկատմամբ բռնության դեպքերը տարբեր միջավայրերում բազմաթիվ են։ Այդ մասին հայտնում է ՄԻՊ աշխատակազմը:

Մարդու իրավունքների պաշտպանն ընդգծում է, որ բռնության ցանկացած դրսևորում բացարձակապես անընդունելի է: Պետությունն ունի պարտավորություն ապահովելու երեխայի անվտանգությունը ինչպես դպրոցում, այլընտրանքային խնամքի և ուսումնական այլ հաստատություններում և դրանցից դուրս, այնպես էլ՝ ընտանիքում։

«Այս առումով հատկապես մտահոգիչ է վերջին օրերին ընտանիքում երեխայի նկատմամբ բռնության գործադրման դեպքի առնչությամբ ստացված տեղեկատվությունը: Ընդ որում` խոսքը տվյալ պարագայում մանկահասակ երեխայի մասին է, որը հատկապես խոցելի է և հնարավորություն չունի անգամ բարձրաձայնելու իր նկատմամբ բռնության մասին։

Մարդու իրավունքների պաշտպան Անահիտ Մանասյանը խիստ դատապարտում է այս դեպքը` ընդգծելով, որ սա առանձին դեպք չէ, այլ համակարգային խնդրի առկայության մասին լրջագույն ահազանգ, որը պահանջում է բոլոր իրավասու մարմինների անհապաղ և ամբողջական արձագանքը։

Այս հերթական ցավալի դեպքը պետք է սթափեցնի բոլոր պատասխանատու կառույցներին և հասարակությանը՝ առավել հետևողական և անհանդուրժող մոտեցում ցուցաբերելու երեխաների նկատմամբ բռնության ցանկացած դրսևորման հանդեպ։

Մարդու իրավունքների պաշտպանը շեշտում է, որ պետությունն ունի հստակ պարտավորություն՝ ձեռնարկելու անհրաժեշտ և բավարար միջոցներ՝ երաշխավորելու երեխայի պաշտպանությունը, այդ թվում՝ ընտանիքում։ Այս առումով հարկ է նկատի ունենալ, որ բազմաթիվ խնդիրներ են առկա տարբեր իրավասու մարմինների կողմից երեխաների նկատմամբ բռնության կանխարգելման, դեպքերին արձագանքման և հասցեավորման առումով:

Կարևոր է ընդգծել նաև, որ ընտանիքը պետք է լինի երեխայի համար անվտանգ միջավայր, ոչ թե վտանգի աղբյուր։ Երեխայի համար բռնությունից զերծ ընտանեկան միջավայրի ձևավորման գործընթացում առանցքային նշանակություն ունեն ծնողների իրազեկվածության մակարդակի բարձրացումը, երեխայի նկատմամբ բռնությունը որպես դաստիարակության միջոց ընկալելու կարծրատիպի վերացման ուղղությամբ անհապաղ միջոցների ձեռնարկումը, ինչպես նաև իրավասու մարմինների դերակատարությունը, բռնության վտանգի վաղ փուլում կանխարգելման արդյունավետ մեխանիզմները, այլ արձագանքող և կանխարգելիչ միջոցառումների իրականացումը։

Մարդու իրավունքների պաշտպանն ընդգծում է, որ սույն դեպքի հանգամանքները պահանջում են ամբողջական և օբյեկտիվ քննություն և վերահաստատում է իր հանձնառությունը՝ շարունակելու իր ունեցած գործիքակազմերով նպաստելու անվտանգ և բռնությունից զերծ միջավայրի ձևավորմանը»,- ասված է հաղորդագրության մեջ:
