Իշխանությունը մտադիր է ավելացնել նախարարությունների թիվը

Հունիսին կայանալիք խորհրդարանական ընտրություններից հետո Հայաստանի իշխանությունները մտադիր են ավելացնել ներկայումս գործող նախարարությունների թիվը։ Ավելի վաղ մեր աղբյուրները հայտնել էին, որ վերականգնելու են Էներգետիկայի նախարարությունը՝ այդ ստորաբաժանումը դուրս բերելով Տարածքային կառավարման և ենթակառուցվածքների նախարարության կազմից, առանձին գերատեսչություն ստեղծելով։ Պարզվում է, որ խոսքը միայն էներգետիկայի նախարարության մասին չէ։ Առնվազն ևս մեկ նախարարություն պետք է ստեղծվի։

Մասնավորապես, ցանկանում են վերականգնել գյուղատնտեսության նախարարությունը։ Մեր աղբյուրի փոխանցմամբ, այդ նախարարության անունը լինելու է ինտենսիվ գյուղատնտեսության նախարարություն։ Հիշեցնենք, գյուղատնտեսության նախարարությունը լուծարվեց 2018 թվականի խորհրդարանական ընտրություններից հետո՝ մի քանի այլ գերատեսչությունների հետ։ Իսկ գյուղատնտեսության նախարարության ստորաբաժանումները մտցվեցին Էկոնոմիկայի նախարարության կազմ, ու թեև փաշինյանական իշխանությունը պնդում է, որ դրանից հետո գյուղատնտեսության ոլորտում բավականին լուրջ աշխատանք է տարվել, բայց և իրենք էլ հասկանում են, որ երկու նախարարությունների միավորումը Էկոնոմիկայի նախարարության կառուցվածքում սխալ և չհիմնավորված որոշում է եղել։ Հատկապես հիմա, երբ գյուղատնտեսության ոլորտում կառավարության ներդրումները աճում են, ահռելի միջոցների շրջանառություն է սպասվում, ցանկանում են առանձին նախարարություն ստեղծել։

Օրինակ, վերջին տեղեկությունների համաձայն, եթե 2021 թ․-ին գյուղատնտեսության ոլորտում կառավարության ներդրումները կազմել են 25 միլիարդ դրամ, ապա 2025 թվականի վերջի տվյալներով՝ այն կազմել է 42 միլիարդ դրամ։ 2021 թվականի նկատմամբ այլ ներդրումները գյուղատնտեսության ոլորտում կրկնապատկվել են 2021 թ․-ի համեմատ, քառապատկվել՝ 2017 թվականի համեմատ։ Իշխանությունները նաև պատրաստվում են գյուղատնտեսական ապահովագրության համակարգ ներդնել, և դա էլ լրացուցիչ աշխատանք է պահանջում։ Մեր աղբյուրը հայտնել է, որ փաշինյանական իշխանությունը ցանկանում է վերականգնել նախարարությունը, որպեսզի նախ՝ Էկոնոմիկայի նախարարությունը չլինի սուպերնախարարություն՝ իր ֆինանսական հնարավորություններով, ինչպես նաև կոռուպցիոն ռիսկերով։

Մյուս կողմից էլ կարողանան ավելի շատ քպականների պաշտոնների նշանակել։ Բանն այն է, որ խորհրդարանական ընտրություններից հետո շատ քպականներ դուրս են մնալու խորհրդարանից, և վերջիններիս համար պետք է նոր պաշտոններ ստեղծել՝ նրանց աշխատանքով ապահովելու համար։ Ներկայումս կառավարությունում քննարկվում է նախարարությունների թիվը ավելացնելու հնարավորությունը, գործող 12 նախարարությունները չափազանց քիչ են, իսկ պաշտոնի ախորժակ ունեցող քպականների թիվը՝ շատ ավելի մեծ, քան կարելի էր ենթադրել։

Հայտնի չէ, թե Փաշինյանն ում է նախատեսում գյուղատնտեսության նախարարի պաշտոնում։ Նրա իշխանության օրոք ոլորտը ղեկավարել է Էկոնոմիկայի փոխնախարար Արման Խոջոյանը, սակայն վերջինիս դժվար թե նշանակեն նախարար, լավագույն դեպքում կարող է լինել գյուղատնտեսության նախարարի առաջին տեղակալ, իսկ պաշտոնում կնշանակեն որևէ ազդեցիկ քպականի։
