Հայաստանի նոր Սահմանադրության նախագծի տեքստն արդեն պատրաստ է, այն նախատեսվում է քննարկել իշխող «Քաղաքացիական պայմանագիր» կուսակցության վարչության նիստում, նաև համանուն խորհրդարանական խմբակցությունում:

«Արմենպրես»-ի փոխանցմամբ՝ այս մասին ասաց ՀՀ արդարադատության նախարար Սրբուհ Գալյանը Արդարադատության նախարարին կից հասարակական խորհրդի առաջին նիստի ընթացքում:

«Սահմանադրական բարեփոխումների խորհուրդը շատ ակտիվ աշխատում է: Ամեն շաբաթ նիստեր ենք հրավիրում: Եվ տեքստն պատրաստ է, ինչպես և խոստացել էի: Բայց հրապարակման մասով դեռ նորություն չունեմ, որովհետև որոշվել է տեքստը քննարկել նաև «Քաղաքացիական պայմանագիր» կուսակցության վարչությունում և խորհրդարանական խմբակցությունում: Դրանից հետո տեքստը հրապարակելու մասով որոշում կկայացվի»,-ասաց նախարարը:

Նախարարը հստակեցրել է, որ ՀՀ նոր Սահմանադրության նախագծի հայեցակարգային դրույթները նախկինում մշակվել էին, իսկ տեքստը մշակել են այդ դրույթների վրա:

Գալյանի խոսքով՝ մոտեցումը հետևյալն է՝ կենտրոնում մարդն է, քաղաքացին, ժողովուրդը, իսկ կառավարման գործող կարգից շեղում չկա:

«Այն կարծիքին ենք, որ ժողովրդավարության սկզբունքների լավագույն արտահայտումը հենց պառլամենտարիզմի մեջ է: Բայց շատ մեծ փոփոխություններ ենք արել այն համատեքստում, որ փորձել ենք ավելի ապակենտրոնացնել իշխանության թևերն ու բալանսավորել, օրինակ՝ վերահսկողական մեխանիզմներ տրամադրելով ԱԺ-ին վարչապետի գործունեության նկատմամբ և այլն»,-նշեց Գալյանը:

Դատական իշխանության հետ կապված նախատեսելու են երդվյալ ատենակալների ինստիտուտի հնարավորություն: Նաև որպես սկզբունք նախատեսվելու է գործերի երկաստիճան բողոքարկման հնարավորությունը, գործերի գրավոր քննության հնարավորությունը, ԲԴԽ-ի որոշումների բողոքարկման հնարավորությունը, ինչն այսօր չկա։

Ավելի վաղ ՀՀ արդարադատության նախարար Սրբուհի Գալյանը հայտարարել էր, որ ՀՀ նոր Սահմանադրության նախագծի տեքստը կհրապարակվի 2026 թվականի մարտին։
