Ընտրակաշառք՝ պետական բյուջեի հաշվին
ANALYSIS
Կառավարությունը մինչև տարվա կեսը պետական համակարգի աշխատակիցներին կհատկացնի ավելի քան 4.6 միլիարդ դրամ (մոտ 12 մլն դոլար) պարգևավճարների համար։ Համեմատության համար՝ 2025 թվականի առաջին կիսամյակում պարգևատրումների համար նախատեսված էր 3.6 միլիարդ դրամ, այսինքն՝ տարվա երկրորդ հատվածում հատկացվող գումարը ավելացվել է շուրջ 1 միլիարդ դրամով։ Այս որոշումը կրկին ուշադրության կենտրոնում է դնում ընտրություններից առաջ պետական համակարգում խրախուսման ծրագրերի կիրառման հարցը։
Քննարկումների հիմնական առանցքն այն է, թե որքանով են նման պարգևատրումները պայմանավորված աշխատանքի իրական գնահատմամբ, և որքանով կարող են ընկալվել որպես ընտրական փուլում քաղաքական ազդեցության գործիք։ Փորձագետների գնահատմամբ՝ ընտրությունների նախաշեմին նման ծրագրերի իրականացումը պարունակում է քաղաքական կոռուպցիոն ռիսկեր։
Մինչ իշխանությունը, օգտագործելով Ընտրական օրենսգրքի սողանքները, արգելում է ընդդիմությանը նույնիսկ բարեգործական ծրագրեր իրականացնել, իրենք՝ չարաշահելով սեփական իշխանությունն ու վարչական ռեսուրսը, պարգևավճարների տեսքով ընտրակաշառք են տալիս պետական համակարգի աշխատողներին։ Ընդհանրապես Հայաստանում պետական համակարգը ամբողջությամբ համարվել է գործող իշխանությունների ոստանը՝ լրացուցիչ 15-ից 20% ձայն, և բոլոր իշխանություններն էլ չեն հրաժարվել այդ հանգամանքն օգտագործելու գայթակղությունից։
Փաշինյանն այս առումով նույնիսկ գերազանցել է իր նախորդներին, և այժմ այս գումարների հատկացումը վկայում է, որ Նիկոլ Փաշինյանը ամեն ինչ անելու է կրկին պետական համակարգին գումարով գնելու և իր կողմը քաշելու համար։ Սա, ի դեպ, բավականին լուրջ վտանգներ է պարունակում իր մեջ։
