Մսուրներով անապահով խավի երեխաների ապահովում։ Սոցիալական ծրագիր 13/87 ։

1. Մսուրների և մանկապարտեզների ցանցի ընդլայնում

Հայաստանում այսօր հիմնական խնդիրը հերթերն են և 0,5-ից 2 տարեկան երեխաների համար մսուրային խմբերի բացակայությունը։

* Մոդուլային մանկապարտեզներ. Գյուղական համայնքներում կառուցել արագ հավաքվող, էներգախնայող մոդուլային շենքեր, որոնք պահանջում են քիչ ծախս և կարող են շահագործվել ամիսների ընթացքում։

* Մսուրային խմբերի վերականգնում. Օրենսդրական մակարդակով պարտադրել, որ նոր կառուցվող բոլոր նախադպրոցական հաստատություններն ունենան մսուրային բաժիններ (6 ամսականից սկսած)։

2. «Պետական պատվեր» մասնավոր հատվածում

Եթե պետական մանկապարտեզներում տեղերը չեն բավարարում, պետությունը պետք է կիրառի վաուչերային համակարգ։

* Ինչպես է դա աշխատում. Կարիքավոր ընտանիքը ստանում է պետական վաուչեր, որով կարող է իր երեխային գրանցել ցանկացած մասնավոր մանկապարտեզում, իսկ պետությունը մասնավոր հաստատությանը փոխհատուցում է սահմանված չափաքանակով։

3. Ծառայությունների համալիր փաթեթ

Կարիքավոր ընտանիքների համար մանկապարտեզը պետք է լինի 100% անվճար և ներառի.

* Սնունդ. Օրական 3-4-անգամյա առողջ սննդակարգ։

* Տրանսպորտ. Շրջիկ ավտոբուսների տրամադրում, որոնք երեխաներին կտեղափոխեն հեռավոր թաղամասերից կամ գյուղերից։

* Լրացուցիչ խմբակներ. Լեզուների, արվեստի և սպորտի անվճար հասանելիություն՝ սոցիալական անդունդը վերացնելու համար։

4. Տնտեսական հիմնավորում (Ինչո՞ւ է սա շահավետ բյուջեի համար)

* Ծնողների զբաղվածություն. Երբ երեխան մսուրում է, ծնողը կարողանում է աշխատել, ինչը նշանակում է լրացուցիչ եկամտային հարկ պետբյուջե և կախվածության նվազում նպաստներից։

* Կրթական հիմք. Վաղ տարիքում նախադպրոցական կրթություն ստացած երեխաները հետագայում ավելի բարձր առաջադիմություն են ունենում և դառնում են որակյալ մասնագետներ։

* Ժողովրդագրություն. Սա լավագույն խթանն է երիտասարդ ընտանիքների համար՝ երկրորդ կամ երրորդ երեխան ունենալու որոշում կայացնելիս։

Իրավական պահանջի ձևակերպում

Որպեսզի սա դառնա իրականություն, անհրաժեշտ է պահանջել «Նախադպրոցական կրթության մասին» օրենքի փոփոխություն, որտեղ ամրագրված կլինի.

 «Պետությունը երաշխավորում է սոցիալապես անապահով ընտանիքների 0,5-ից 7 տարեկան բոլոր երեխաների առաջնահերթ և անվճար ընդունելությունը նախադպրոցական հաստատություններ՝ անկախ բնակության վայրից»։
